Background

How Elkhorn, WI Got Here: A Short History

Elkhorn's name comes from an 1836 story. That year, according to the city's Wikipedia history, Colonel Samuel Phoenix saw a rack of elk antlers in a tree and called the spot Elk Horn. Daniel Bradley, his brother Milo and LeGrand Rockwell laid out the settlement. By 1846 it had 539 people and held its first town meeting, and that same year it was named the Walworth County seat because it sat near the middle of the county.

The county seat is still the reason Elkhorn looks the way it does. The courthouse square is the center of town, and the oldest buildings face it. The National Register of Historic Places listings for Walworth County include the Joseph P. Webster House, a Greek Revival building put up in 1836 on the square as the land office and later moved; the 1856 Edward Elderkin House, a brick octagon house with a cupola; the 1931 Art Deco Elkhorn Municipal Building; and the 1936 Elkhorn Post Office, which has a mural of early mail delivery on horseback.

Elkhorn incorporated as a village on March 27, 1857, and as a city on May 17, 1897. The Walworth County Fair has been held here since 1851. The Milwaukee Road's Racine and Southwestern branch once ran through town, and the Wisconsin and Southern still serves Elkhorn by freight.

The population has grown in two clear steps. Census counts show 7,305 people in 2000, 10,084 in 2010 and 10,247 in 2020. Most of that growth came in the 2000s, which matches the housing data further down.

The Basics

Elkhorn at a Glance

Elkhorn sits in the middle of Walworth County, about 11 miles north of downtown Lake Geneva and about 46 miles southwest of downtown Milwaukee by road. The city covers a little over 8 square miles, and almost none of it is water. Census figures put the water area at about 0.04 to 0.05 square miles. That surprises buyers who know Walworth County as lake country. The lakes are close, but they are in the towns around Elkhorn, which is why an "Elkhorn" mailing address can mean a house on Lauderdale Lakes six miles away.

The 2020-2024 Census ACS puts the population at 10,221 and counts 4,264 housing units. Of the 4,207 occupied homes, 2,304 are owner-occupied, about 55%, and 1,903 are rented. That rental share is much higher than in the lake towns around it, and it is the first clue that Elkhorn is the working center of this part of the county: the courthouse, the county offices, the fairgrounds and the hospital are all here.

The road layout is simple. Interstate 43 runs along the south and east side of the city between Milwaukee and Beloit. US 12 runs north toward Whitewater and southeast toward Lake Geneva. Wisconsin 67 runs north to south and Wisconsin 11 heads east toward Burlington. Downtown is the square, and almost every set of directions in town starts there.

Coming from Lake County, Illinois, the closest comparison I can give buyers is a county-seat town like Woodstock: a working downtown, government buildings, and residential streets that spread out from the center, with the resort lakes a short drive away.

The city has almost no lakefront, and the homes that do are in the surrounding towns with their own rules. It is a long way from a daily Chicago commute.

Where to Look

Elkhorn Neighborhoods, Pocket by Pocket

Elkhorn has no official neighborhoods, but its housing sorts by build year. The streets closest to the square are the oldest. The newer subdivisions ring the edges of town, and the newest building is out by the interstate. One local agent site lists 37 named subdivisions in Elkhorn, naming The Pines, Elderkins and Hearthstone among them, with listings in early October 2026 running from about $345,000 in Elderkins to $489,900 in Hearthstone. Treat those as a snapshot of a handful of listings, not a price map.

The second thing to understand is the difference between the City of Elkhorn and an Elkhorn address. The 53121 ZIP code reaches well past the city into the Towns of Sugar Creek, La Grange, Lafayette and Geneva. When I ran Lauderdale Lakes addresses through the Census geocoder, every one came back with an Elkhorn mailing address, a town (not city) government, and the Elkhorn Area School District. So a listing that says "Elkhorn" might be a downtown house on city sewer or a lake house in a town with its own tax rate, septic system and shoreland rules. Check the municipality line on the listing first.

Here are the pockets you will see. Boundaries are informal.

Downtown and the courthouse square. The historic core, with the oldest homes, the 1931 Municipal Building and the 1936 post office. The most walkable part of the city.

The older grid around downtown. Pre-war homes on smaller lots. The ACS counts 598 homes in the city built in 1939 or earlier, about 14% of the total.

The 1990s and 2000s subdivisions. The biggest share of Elkhorn's housing. Named subdivisions include The Pines, Elderkins and Hearthstone; ask for the build year and any homeowners association on each listing.

The I-43 and Highway 67 corridor. Where the city's newest apartments are being built (see the development section).

Lauderdale Lakes (Town of La Grange and Sugar Creek). About 6 miles north. Three connected lakes and the area's real lakefront market. Covered in my Lauderdale Lakes guide.

Lake Wandawega (Town of Sugar Creek). About 5 miles north. A small lake with a historic 1920s resort property on its shore.

Rural Sugar Creek, Lafayette and Geneva. Acreage and farmhouses with Elkhorn addresses. Wells, septic and county zoning apply; see my Sugar Creek guide.

Homes

What Elkhorn Homes Look Like, by Era

The census tells a clear story about when Elkhorn was built. Of the city's 4,264 housing units in the 2020-2024 ACS, 924 were built in the 2000s and 870 in the 1990s. Together that is 1,794 homes, about 42% of the city, from just two decades. Another 598 date to 1939 or earlier. The 1950s through the 1980s add about 1,340 more, and only 350 homes were built from 2010 on.

That means a typical Elkhorn house search splits two ways. Most of the inventory is a 1990s or 2000s house in a subdivision, with an attached garage and a layout that has not needed much rethinking. The other path is an older house near downtown with more character and more deferred maintenance.

The mix of building types is wider than in most small Wisconsin cities. The ACS counts 1,994 detached single-family homes, about 47% of the total, plus 498 attached single-family units such as townhomes and duplex halves. Buildings with five or more units account for 1,143 units, about 27%. That apartment stock, and the hundreds of units now under construction, is why Elkhorn has rentals when the lake towns around it have almost none.

The ACS puts the median value of an owner-occupied home at $273,600 and the median gross rent at $1,034 a month. Both are five-year averages that lag the market, so use the market section for current prices.

Buyers I work with in Lake County, Illinois, are used to 1950s and 1960s housing stock. The thing I would tell them about Elkhorn is that the 1990s and 2000s houses are now 20 to 35 years old, which is exactly the age when roofs, furnaces, water heaters and windows come due. Price it in. My home inspection checklist covers what to look at.

The Real Estate Market

The Elkhorn Housing Market in 2026

Elkhorn is a steady, mid-priced market. Zillow's home value index for the City of Elkhorn was $346,329 in August 2026, up 2.2% from a year earlier and up from $331,840 two years earlier. Zillow's index for the wider 53121 ZIP code, which takes in the lake areas around the city, was $400,235 in August 2026, up 3.7% from a year earlier.

Recent sales run higher than the index. Movoto reports a median sale price of $402,300 for homes sold in Elkhorn in September 2026, across 34 sales, with homes taking a median 33 days to sell against 49 days a year earlier. On October 5, 2026 it showed 38 active listings and 6 price reductions.

Both numbers can be right. Zillow's index estimates the value of every home in the city, sold or not. Movoto's median is the middle of whatever closed in one month, and 34 sales is a small sample that can swing with a few newer houses or a few lake-area sales filed under an Elkhorn address. My read is that values are rising slowly and that well-priced houses are moving faster than they did a year ago.

For a buyer coming from Lake County, the price level is the headline. The money that buys a 1960s split-level in much of Lake County buys a 2000s house here, and the tax bill is lower too (see below). The trade is distance: Elkhorn is about an hour from Vernon Hills.

For a broader read of the market I cover at home, see my Lake County market report for Q3 2026.

The Real Estate Market

Is Elkhorn a Luxury Market? Lakefront Near Elkhorn, Honestly

The City of Elkhorn is not a luxury market, and I would rather say that plainly than dress it up. The city has almost no lakefront, and its housing is mostly subdivision homes and older houses near downtown. The price picture above, a typical value in the mid-$300,000s, is the honest one for the city.

The state's own numbers show the difference. In the DOR's 2025 equalized values, land makes up $115.8 million of the City of Elkhorn's $898.6 million in residential value, about 13%. In the Town of La Grange, home to most of the Lauderdale Lakes shoreline, land is $680.6 million of $1.357 billion, about 50%. When half of a town's residential value is the dirt, you are looking at a lakefront market where buyers pay for frontage.

So for buyers in the $2 million and up range, "Elkhorn" usually means one of three places:

Lauderdale Lakes, about 6 miles north: Green, Middle and Mill Lake. Place Perfect Realty's waterfront page showed eight listings with a median ask of $1,487,350 on October 5, 2026, topping out at $4,149,700. My Lauderdale Lakes guide breaks down lakefront versus lake-access pricing.

Delavan Lake, south of town: A larger lake with its own estate market. See my Delavan Lake guide.

Geneva Lake, about 11 miles south: The top of the regional market. See my Lake Geneva guide.

Lake Wandawega, about 5 miles north, is small, so it rarely comes up in a high-end search.

The Lake County, Illinois buyers I talk to who look north usually start at Geneva Lake and then ask what the same money buys on a smaller lake. Lauderdale is the usual answer when the house needs to stay close to Elkhorn's shopping and interstate.

The Real Estate Market

Elkhorn Property Taxes, Credits and Transfer Fees

Coming from Lake County, Illinois, the tax bill is the first thing people compare, and Elkhorn compares well. Wisconsin bills are built from a mill rate, the dollars of tax per $1,000 of assessed value. The Walworth County Treasurer's 2025 rate sheet, used for the bills paid in 2026, lists each piece for the City of Elkhorn: Walworth County $2.22, City of Elkhorn $6.29, Elkhorn Area School District $6.73 and Gateway Technical College $0.54 per $1,000. That is a gross rate of about $15.78. The state school levy tax credit takes off $1.35, which leaves a net rate of about $14.43 per $1,000. That is my arithmetic from the county's published components.

The rate applies to assessed value, so the next number to check is how close the city's assessments are to market. The Wisconsin DOR's 2025 preliminary comparison puts Elkhorn's residential assessments at 100.34% of the state's estimate of market value, and marks the city in compliance. In plain terms, Elkhorn's assessed values sit right at market, so $14.43 per $1,000 is close to what you pay on market value.

Here is a worked example. A $400,000 Elkhorn home assessed at $400,000 would carry about $5,770 a year before the Wisconsin credits below. For comparison, Ownwell's Vernon Hills data shows a median effective rate of 2.75% and a median bill of $9,854. The same $400,000 at 2.75% would be $11,000.

Ownwell's Elkhorn page shows a lower median effective rate, 1.01%, with a median bill of $3,890. Its figures cover the whole 53121 ZIP code, including the lake towns with lower rates, so I use the city's own 2025 components for a house inside the city.

Two Wisconsin credits come off the bill afterward. The lottery and gaming credit applies only to a principal dwelling claimed by its owner, under Wis. Stat. 79.10. A second home does not get it. The first dollar credit also appears on most bills. Both are small.

And when you sell, the Walworth County Register of Deeds lists the Wisconsin real estate transfer fee at $3 per $1,000 of value. On a $400,000 sale that is $1,200.

This is general information, not tax advice. Your actual bill depends on the parcel, the assessment and the credits you qualify for.

Schools

Elkhorn Area School District: 2024-25 Report Card

The Elkhorn Area School District serves the city and a wide area around it, including the Lauderdale Lakes addresses I checked.

About 20.6% of enrollment comes through open enrollment from outside the district.

The three elementary schools all serve 4K through 5th grade: Tibbets Elementary, Jackson Elementary and West Side Elementary." The district also runs Elkhorn Options Virtual School and the Career and College Academy, both schools of choice.

As always, the elementary school a house feeds depends on the address.

Elkhorn Area High School. Grades 9-12.

Elkhorn Area Middle School. Grades 6-8.

Tibbets Elementary. 4K-5.

Jackson Elementary. 4K-5.

West Side Elementary. 4K-5.

Elkhorn Options Virtual School. 4K-12, virtual charter.

Commute & Access

Commuting from Elkhorn to Vernon Hills, Chicago and Milwaukee

Elkhorn is a driving town. There is no commuter rail here, so every trip starts on I-43, US 12 or Highway 67. I measured the main routes with OpenStreetMap routing (OSRM) from the courthouse square. These are free-flow estimates with no traffic, so treat the times as best case and add time for the Chicago end at rush hour.

The rail options are all a drive away. Harvard, Illinois, about 20 miles south, is the end of Metra's Union Pacific Northwest line and, according to the station's Wikipedia entry), the farthest Metra station from Chicago at 63 miles. For Milwaukee and Chicago, Amtrak's Hiawatha stops at the Milwaukee Airport station, about 42 miles from Elkhorn, and runs six round trips Monday through Saturday and five on Sunday, with the Chicago run taking about 90 minutes.

For flying, Milwaukee Mitchell is the closer airport at about 42 miles. O'Hare is about 71 miles.

If you are weighing a weekend place or a move with a hybrid schedule, the useful number is the Vernon Hills drive, about 48 miles.

Vernon Hills, IL. About 48 miles, roughly 65 minutes free flow.

Lake Forest, IL. About 56 miles, roughly 75 minutes.

Chicago Union Station. About 83 miles.

O'Hare. About 71 miles.

Downtown Milwaukee. About 46 miles, roughly an hour.

Milwaukee Mitchell Airport / Hiawatha station. About 42 miles, roughly 55 minutes.

Harvard Metra (UP-NW). About 20 miles, roughly 30 minutes.

Downtown Lake Geneva. About 11 miles, roughly 15 minutes.

Commute & Access

Is Elkhorn Walkable? Downtown and the White River Trail

Only near downtown. Walk Score rates the center of Elkhorn, the courthouse square, 75 for walking and 58 for biking. Its city-wide page says the average spot in Elkhorn can walk to only 0.4 restaurants, bars and coffee shops in five minutes. That gap is the whole story. If walking to a coffee shop matters, look at the streets within a few blocks of the square. Everywhere else, plan on driving.

For recreation, Elkhorn sits at one end of the White River State Trail, a 19-mile former rail corridor that runs from Elkhorn to Dover in Racine County, with a short gap in Burlington. The DNR requires a state trail pass for bicycling and horseback riding on it.

Shopping & Dining

Downtown Elkhorn: The Square and What Is Changing

The courthouse square is Elkhorn's downtown, and the city has been putting money into it. According to TMJ4's February 4, 2026 report, Elkhorn awarded $60,000 in grants during 2025 so downtown building owners could repair, repaint and restore their storefronts. The city's grant writer described the goal as sharing the story the buildings already have.

For a wider choice of restaurants and stores, Lake Geneva is about 15 minutes south. The chamber keeps a current directory of local restaurants and shops, which is the best place to check what is open, because small-town restaurant lists go stale fast.

Parks & Recreation

Parks, Golf and Recreation in Elkhorn

Sunset Park holds one of the city's landmarks. The Elkhorn Band Shell, built in 1926 with Classical Revival styling and a wooden back wall designed for acoustics, stood on the courthouse square until it was moved to Sunset Park in 1962, and it still hosts summer concerts, according to its National Register listing.

For golf, Evergreen Golf Club in Elkhorn has 27 holes and runs a restaurant seven days a week. The Lauderdale Lakes Country Club, about 6 miles north, is a public nine-hole course founded in 1921 with views of the lakes. And the Milwaukee Business Journal reported on September 22, 2026 that a new golf course planned in Elkhorn is aiming for a summer 2028 opening.

Add the White River State Trail, the fishing and boating on the Lauderdale Lakes, and Geneva Lake's beaches and shore path about 15 minutes south, and the recreation case for Elkhorn is mostly about what is within ten miles.

Lakes Near Elkhorn

Lakes Near Elkhorn: Lauderdale, Wandawega and Beyond

Here is what is actually close, measured as straight-line distance from the courthouse square.

The Lauderdale Lakes are the big one, about 6 miles north in the Towns of La Grange and Sugar Creek. The DNR's 2023 fisheries survey, published in 2025, describes three connected lakes: Green Lake at 311 acres and a reported maximum depth of 57 feet, Middle Lake at 259 acres and 40 feet, and Mill Lake at 271 acres and 40 feet. That is about 841 acres of water. The Town of La Grange runs a public launch with parking on each lake. Everything a buyer needs on that market is in my Lauderdale Lakes guide.

Lake Wandawega is about 5 miles north, in the Town of Sugar Creek. It is a small lake, and a 25-acre former lake resort on its shore has 1920s buildings listed on the National Register of Historic Places.

South of the city, Delavan Lake and then Geneva Lake, about 11 miles away, round out the list. If you want to be on a lake but shop, see a doctor and get on the interstate in Elkhorn, those distances are the real trade-off.

Green Lake (Lauderdale). 311 acres, spring fed, reported maximum depth 57 feet.

Middle Lake (Lauderdale). 259 acres, reported maximum depth 40 feet.

Mill Lake (Lauderdale). 271 acres, reported maximum depth 40 feet.

Lake Wandawega. Small lake in the Town of Sugar Creek, about 5 miles north.

Geneva Lake. About 11 miles south, the region's largest resort lake.

Community Life

The Walworth County Fair and Elkhorn's Yearly Traditions

The 177th Walworth County Fair ran September 2 through 7, 2026, on the fairgrounds in Elkhorn, ending on Labor Day as it does every year. This year's grandstand lineup included a pro rodeo, truck and tractor pulls, two headline concerts and a demolition derby. Wikipedia calls it the largest county fair in Wisconsin.

The fairgrounds also host Elkhorn Ribfest, which ran July 15 through 19, 2026; the chamber puts its attendance at over 100,000 over five days.

One practical note for buyers. Fair week and Ribfest bring heavy traffic to the fairgrounds side of town, so if you are looking at a house nearby, drive past it during one of them before you buy.

Community Resources

Aurora Lakeland Medical Center in Elkhorn

Elkhorn has the area's hospital. Aurora Lakeland Medical Center, at W3985 County Road NN, runs a 24-hour emergency department that Aurora lists as a Level III trauma center, stroke certified and chest pain accredited, along with cardiac care, cancer care and orthopedics. Aurora says it received an "A" Hospital Safety Grade from Leapfrog in fall 2024, and that patients who need a higher level of care can be transferred to Aurora St. Luke's in Milwaukee.

By my OSRM estimate, the Lauderdale Lakes Country Club is about 9 miles and roughly 17 minutes from the hospital without traffic.

What's Changing

What's Being Built in Elkhorn

More is changing in Elkhorn than in most Walworth County towns, and most of it is housing.

The biggest project is rental. TMJ4 reported on February 4, 2026 that a housing complex under construction along Interstate 43 and Highway 67 plans to add more than 800 apartment units to the city. For a city with about 4,264 housing units, that is a large addition.

For-sale housing is slower. The Milwaukee Business Journal reported on July 7, 2026 that a developer pitched a subdivision of homes around $400,000 in Elkhorn, and that stormwater concerns stalled the approval. I have not seen a final approval yet.

The project to watch closely is the power line. According to TMJ4's August 27, 2026 report, Midcontinent Grid Solutions has proposed the BECI Project, a 765-kilovolt, 190-mile transmission line that would connect through a substation near Elkhorn, with construction starting in 2029 and the line energized in 2033 if the Public Service Commission approves it. On September 8, 2026, TMJ4 reported that the Elkhorn city council unanimously passed a resolution opposing it, after the Town of Sugar Creek, the Town of Darien and the Elkhorn Area School District did the same. Routes are not final.

What that means for a buyer: if you are looking at rural acreage around Elkhorn, ask whether any of the proposed BECI routes cross or run near the parcel, and get the answer in writing before you commit.

Public Services

Police and Public Safety Services in Elkhorn

The Elkhorn Police Department serves the city, and the Walworth County Sheriff's Office covers the surrounding towns, including the lake areas with Elkhorn addresses. I don't characterize the safety of any area. Anyone who wants the data can contact the department that covers the address or look it up on the FBI Crime Data Explorer.

Before You Buy

Elkhorn City vs. the Towns: Sewer, Septic and Shoreland Rules

Because an Elkhorn address can sit inside the city or out in a town, the practical checklist changes with the municipality.

Inside the city, the 2025 tax sheet places Elkhorn parcels in the Walworth County Metropolitan Sewerage District, so expect public sewer. Confirm water and sewer service and the last 12 months of utility bills with the seller.

Outside the city, plan on a private well and septic system unless the listing says otherwise. The Walworth County shoreland zoning guide says a septic system needs a county sanitary permit and generally has to sit at least 50 feet from the closest well or from the lake. It also says shoreland zoning covers all land within 1,000 feet of a navigable lake and 300 feet of a river or stream. Within 75 feet of the water most new structures are prohibited, and the first 35 feet is a no-cut buffer except for a view corridor. If you are buying near a lake and plan to add on, those rules decide what you can build before the budget does.

Flooding is a house-by-house question here as everywhere. Look up the address on the FEMA flood map, because a mapped flood zone can mean required flood insurance on a mortgage, and ask the seller directly about water in the basement.
