The Town of Sugar Creek, WI is a rural Walworth County town of about 33 square miles just northwest of Elkhorn, with the hamlets of Tibbets and Millard, the 120-acre Lake Wandawega, Silver Lake, a sliver of the Lauderdale Lakes district, and farm and acreage parcels on private wells and septic.
Living in the Town of Sugar Creek, WI means county zoning, a private well and septic, and one of three school districts depending on the parcel. The 2025 tax bill runs about 0.83% to 0.98% of market value before credits. Lake Wandawega and Silver Lake are small and shallow. Elkhorn is about 12 minutes away.

The town is named for its creek, and the creek is named for the maple sugar made in its valley, per the Walworth County Historical Society, quoting the 1882 county history. The same history says the creek rises near the west line of the town in section 19, crosses east to section 13, turns north and leaves through section 12. The town was first called Elkhorn, until other towns were split off and the city of Elkhorn took that name.
The first recorded cabin was at the lakes. The historical society's page says John Davis built a cabin near Silver Lake in 1836, spent the winter, then sold his claim to Asa Blood and left. The 1882 history lists Holden's Lake, Otter Lake and Silver Lake in the town, and says the town had 980 people in 1882. Otter Lake is the old name for the water now called Lake Wandawega; the Lake-Link launch listing still files it as "Wandawega Lake (Otter)."
Two crossroads grew into hamlets. Tibbets is named for Samuel Holmes Tibbets, who came to Sugar Creek in 1840. According to the historical society, he found his first claim taken, bought land a half mile east of the crossroads with $16 left, and built a home, a wooden tavern and a livery stable for freight haulers on the Milwaukee-to-Janesville road. A gravel tavern at the corners passed through several owners between 1839 and 1859 before becoming a home. A post office named Tibbets got mail three times a week from Whitewater and Elkhorn in 1889. Today Tibbets is where the Sugar Creek Town Hall sits, at N6641 County Road H.
Millard, on the west side of the town, was first called Barkers Corners. The 1882 history counted one cheese factory and one store there. The town still runs the Millard Cemetery through a cemetery committee.
The best-known piece of history is on the water. Wandawega Lake Resort, on 25 acres on Lake Wandawega, is listed on the National Register of Historic Places. Wikipedia's account says the resort was built in the 1920s, reopened about 1950 as the Wandawega Lake Resort, and has been under restoration by its current owners since 2004. It operates today as Camp Wandawega.
Sugar Creek is a Wisconsin town, which is a different thing from an Illinois township. It is unincorporated, but it has its own elected board, a clerk-treasurer, a building department and a plan commission. According to the town's website, the board meets on the third Monday of the month and the plan commission on the second Thursday, both at 6:30 p.m. at the town hall. Zoning is the county's job; building permits are the town's. Its Building Department page points owners to Walworth County Land Use and Resource Management for the rules on a specific parcel.
The town covers 33.7 square miles, 33.0 of them land and 0.8 water, with 3,902 people at the 2020 census, per Wikipedia. It sits just northwest of the city of Elkhorn, the county seat. Its neighbors are La Grange to the north, Lafayette to the east, Delavan to the south and Richmond to the west. I confirmed several of those lines with the Census geocoder on October 5, 2026: Lake Wandawega, Silver Lake, Abells Corners and the Turtle Valley Wildlife Area all return Sugar Creek, while the Lauderdale Lakes Country Club and Middle Lake return La Grange and Evergreen Country Club returns Lafayette.
Mailing addresses are the first thing to sort out. The town hall uses Elkhorn 53121, and Zillow files ZIP 53121 under the name Sugar Creek in its research data, but parts of the town carry Delavan or Whitewater addresses depending on the post office route. A listing that says "Elkhorn" may be in the town, and the municipality line on the tax bill is what decides which town board, which mill rate and which school district you are buying into.
Inside the town, the Walworth County Historical Society lists the hamlets of Tibbets and Millard, plus part of Abells Corners on the east side. There is no village center, no downtown and no municipal water or sewer. Shopping, restaurants and the hospital are in and around Elkhorn.
A 2005 Walworth County lake inventory published through the DNR says the town's borders "encompass North Lake, Silver Lake, Lake Wandawega and part of Lauderdale Lakes." That list holds up, with one caution about how much of Lauderdale is actually in the town.
Lake Wandawega is the main one. The DNR lake page lists it at 120 acres with a maximum depth of 8 feet, a public boat landing, and panfish, largemouth bass and northern pike. The 2005 inventory put its average depth at 4 feet and called it a seepage lake with about 20 homes on the shoreline at the time. An 8-foot lake is a pontoon, kayak and fishing lake. It is not a water-ski lake in the way Green Lake at Lauderdale is, and buyers coming from deeper water should walk the shoreline in August before they write an offer. The 2025 county tax sheet shows a Wandawega Lake District line on Sugar Creek bills with a rate of zero for 2025, so the district exists but levied nothing that year.
Silver Lake sits south of Wandawega near Tibbets, and North Lake is on the west side near Millard. Both are in the town per OpenStreetMap and the Census geocoder. I could not find a current DNR acreage or depth for either, so I don't quote one.
The Lauderdale Lakes are mostly in the Town of La Grange. The Lauderdale Lakes Lake Management District says it was formed by Walworth County in February 1991 and that it adopted a revised pier ordinance with both the Town of La Grange and the Town of Sugar Creek in 2021. The 2025 tax rate sheet shows a Lauderdale Lake Management line on Sugar Creek bills at 0.446 per $1,000 of assessed value. That confirms some Sugar Creek parcels sit inside the district. For the lakefront estates themselves, which are on Green, Middle and Mill Lakes, see my Lauderdale Lakes guide. Green Lake, the deepest of the three, is 311 acres and 57 feet deep per the DNR.
Lake Lorraine is not in Sugar Creek. It comes up in searches for the town, but Wikipedia places the Lake Lorraine community in the Town of Richmond, and the DNR lists the lake at 155 acres and 8 feet deep with a public landing. If Lorraine is the lake you want, look at my Richmond guide.
Lake Wandawega. 120 acres, 8-foot maximum depth, one public boat landing, panfish, bass and pike (DNR). Home of the historic Camp Wandawega resort.
Silver Lake. South of Wandawega near Tibbets; site of the town's first cabin in 1836.
North Lake. West side of the town near Millard.
Lauderdale Lakes (part). A slice of the lake management district; the main lakefront is in La Grange.
Sugar Creek has no named neighborhoods in the city sense. It has a few clusters of subdivision lots around the lakes and the Tibbets crossroads, and a lot of farmland and acreage between them. These are the pockets I would separate on a search. The boundaries come from OpenStreetMap, the Census geocoder and county parcel legal descriptions, so treat them as approximate and check the subdivision field on any listing.
The Tibbets and Lake Wandawega area is the most built-up part of the town. Tibbets Elementary, an Elkhorn Area School District building, sits here; OpenStreetMap places it off County Road A at the Lake Wandawega Highlands subdivision. The 2005 lake inventory names the Interlaken Property Owners Association on Wandawega. Homes here are a mix of lake cottages, 1970s houses and newer builds on smaller lots.
The Silver Lake and US 12 corridor runs along the highway between Elkhorn and Whitewater. US 12 is the main commuting road, and parcels close to it trade road noise for a faster drive.
The Millard and North Lake side, in the west of the town, is more agricultural. Expect larger parcels, older farmhouses and outbuildings, and more of the county's agricultural zoning.
Abells Corners, on the east edge toward Elkhorn, is the part of the town closest to the city's grocery stores, schools and hospital. The Census geocoder places the hamlet point in Sugar Creek.
The Lauderdale slice along the north edge falls inside the lake management district, so check whether a given parcel carries the Lauderdale levy and whether it has deeded or association access to Green, Middle or Mill Lake. In most cases the lake frontage itself is in La Grange.
The Turtle Valley edge is in the southwest. The DNR describes the Turtle Valley Wildlife Area as about 2,300 acres of marsh, wet meadow and upland prairie northwest of Elkhorn. Parcels next to it back onto public land that will not be developed.
Tibbets and Lake Wandawega. Lake cottages and subdivision lots around the town hall and Tibbets Elementary.
Silver Lake and US 12. Quickest access to Elkhorn and Whitewater.
Millard and North Lake. Farmland, older farmhouses, larger parcels.
Abells Corners. East edge, closest to Elkhorn services.
Lauderdale slice. North edge inside the lake district; check the levy and the access rights.
Turtle Valley edge. Southwest parcels next to 2,300 acres of state wildlife land.
Almost everything in Sugar Creek is a detached single-family house. The Census Bureau's ACS 2020-2024 estimates count 1,694 housing units (plus or minus 187), of which 1,672 are detached single-family homes, about 98.7%. Of the 1,614 occupied homes, 1,524 are owner-occupied, about 94.4%. Only 32 units (plus or minus 34) are counted as seasonal or recreational. That last number matters. Across Walworth County the same survey counts 8,399 seasonal units, about 15.5% of all housing. Sugar Creek is mostly year-round housing, which is different from the lake towns farther south.
The housing stock comes in two waves. The ACS puts 400 units, about 23.6%, in the 2000s and 391, about 23.1%, in the 1970s, with a median year built of 1975. Another 226, about 13.3%, date to 1939 or earlier, which is the farmhouse stock. Building slowed sharply after 2010: the survey estimates 11 units from 2010 to 2019 and 20 from 2020 on, both with wide margins.
Heat is mostly natural gas but not everywhere. The ACS has 1,230 occupied homes, about 76.2%, heating with utility gas, 234, about 14.5%, on propane, and 127, about 7.9%, on electricity. On a rural parcel I always ask which one, because a propane tank means a supplier contract and a gas line may not reach the road.
Zillow publishes a home value index for Sugar Creek. In its August 2026 data, the typical home value for the town is $383,949, up 5.4% from $364,422 in August 2025 and 9.0% from $352,353 in August 2024. Walworth County as a whole was at $411,444, up 4.4% in a year. The single-family-only index for Sugar Creek is close behind at $387,993.
The Census number is lower. The ACS 2020-2024 median value is $330,200, with a margin of plus or minus $52,401. The ACS asks owners to estimate their own value over a five-year window, so it lags a rising market; the Zillow index is the better read on today.
Zillow's top-tier index, which tracks the upper third of homes, was $576,323 for Sugar Creek in August 2026, up 3.0% in a year. That is the honest answer on luxury. Sugar Creek is not a $2 million lake market. Its lakes are small and shallow, and most of the town is farmland and acreage. For context, Zillow's middle-tier index for the Town of Linn on Geneva Lake was $766,093 in the same month, and the $2 million to $20 million sales in this county happen on Geneva Lake. If that is your price range, my Linn and Fontana-on-Geneva Lake guides are the place to start, and Lauderdale Lakes is the nearest lake with deeper water.
What Sugar Creek does have at the upper end is land. A newer house on 5 to 35 acres with outbuildings will price well above the town median, and the comparable sales for it are scattered across several towns. I price those from land and improvements separately.
Coming from Lake County, Illinois, the tax bill is the first thing people compare, so here is how a Sugar Creek bill is built. Wisconsin bills are figured as a mill rate, dollars per $1,000 of assessed value. The Walworth County Treasurer's 2025 rate sheet lists each piece for the Town of Sugar Creek: Walworth County 3.525, the town 0.946, Gateway Technical College 0.807 and the school district, minus a state school levy tax credit of 2.066. All are per $1,000 of assessed value.
The school district is the piece that changes. Sugar Creek is split among three districts, and the 2025 school rates are 10.095 for Elkhorn Area, 11.787 for Whitewater Unified and 9.491 for Delavan-Darien. Netted out, my arithmetic from the county sheet gives totals per $1,000 of assessed value of 13.307 in the Elkhorn Area district, 14.999 in Whitewater Unified and 12.703 in Delavan-Darien.
The Elkhorn figure matches the 13.307 printed on a 2025 Sugar Creek bill I pulled from the county's parcel viewer, which is how I know the credit is netted in. Parcels inside the Lauderdale lake district add 0.446.
Assessed value is not market value. The same 2025 bill shows an assessment ratio of 65.63% for the town, meaning the assessor's values were about two-thirds of what the state Department of Revenue estimated as market value. Multiply the mill rate by that ratio and the 2025 rate on market value comes to about 8.73 per $1,000 in Elkhorn's district, 9.85 in Whitewater's and 8.34 in Delavan-Darien's. That is roughly 0.83% to 0.98% of market value before credits and charges. Ownwell, updated April 13, 2026, puts the Walworth County median effective rate at 1.07% with a median bill of $3,800.
Two credits and two charges come next. The bill I pulled shows a first dollar credit of $59.69 and a lottery and gaming credit of $179.07. Per the Wisconsin Department of Revenue, every parcel with an improvement gets the first dollar credit, but the lottery credit only goes to a Wisconsin resident's primary residence as of January 1, and you must apply for it; a second home does not qualify. The same bill carries $237.00 for garbage and recycling and a $212.02 fire charge as special charges.
Here is a worked example for a house with a $500,000 market value in the Elkhorn district, using the 2025 figures. Assessed value is about $328,171. At 13.307 mills the tax is about $4,367. Subtract the two credits from that bill and it is about $4,128; add the two special charges and it is about $4,577. The same house would be about $4,922 before credits in Whitewater's district and about $4,169 in Delavan-Darien's. Ownwell puts Vernon Hills' median effective rate at 2.75%, which on the same $500,000 would be about $13,750.
When you sell, Wisconsin charges the seller a real estate transfer fee of 30 cents per $100 of value, or $3 per $1,000. On a $500,000 sale that is $1,500. Walworth County lists the same rate and a $30 fee to record a deed.
This is how the 2025 bills were built, not a forecast or tax advice. Rates change every December, assessment ratios move as the market moves, and your actual bill depends on the parcel. Pull the parcel's last bill before you write an offer.
Walworth County writes the zoning for Sugar Creek, and the minimum parcel sizes decide what you can split, build or keep. The county's zoning district summary is the best quick reference. A-1 Prime Agricultural allows all farm uses and requires a 35-acre farm size. A-2 Agricultural Land is meant for small farms, horse farms, hobby farms and tree farms, with a 20-acre farm size. C-2 Upland Resource Conservation allows scattered single-family homes, farming and stables on 5 acres with 300 feet of width. C-3 Conservancy-Residential allows homes on 100,000 square feet in wooded areas but no farming. A-5 Agricultural-Rural Residential and R-1 Single-Family (unsewered) both allow homes on 40,000 square feet with 150 feet of width.
The same summary notes that A-2 land is often rezoned to C-2 to divide it into multiple lots. That is the usual path for a seller who wants to split off a five-acre homesite, and it goes through the county, with the town plan commission weighing in.
Near the water, county shoreland zoning applies. The county's Shoreland Zoning Guide says shoreland covers land within 1,000 feet of a lake and 300 feet of a stream, and Sugar Creek has both. Homes, decks, patios, pools and fences are generally prohibited within 75 feet of the ordinary high-water mark. The setback can be averaged down to the adjacent homes, but never below 35 feet. The first 35 feet is a no-cut buffer except for a view and access corridor up to 35% of the frontage. New dry boathouses are limited to one per parcel, and a lot within 300 feet of the water can generally cover 15% of its area with hard surfaces, or up to 30% with a county permit and mitigation.
Piers follow state law. A June 2026 Legislative Council brief says a pier is exempt from a DNR permit if it is no more than 6 feet wide, extends only to 3 feet of water or to the depth needed to moor a boat, and has no more than two boat slips for the first 50 feet of frontage plus one for each additional 50 feet. On an 8-foot lake like Wandawega the "adequate depth to moor" test matters. For the Lauderdale slice, the 2021 La Grange and Sugar Creek pier ordinance also applies.
There is no town water or sewer system, so plan on a private well and a private septic system, which Wisconsin calls a POWTS. State code sets the upkeep. Under SPS 383.54, a septic tank must be serviced at least when sludge and scum reach one-third of the tank's volume, servicing must be done by a licensed pumper, and a system built before July 1, 2000 that disperses into the soil must be visually inspected at least once every three years. The owner reports each inspection or pumping to the county. On a purchase I ask for the county's service history on the system, a well water test and the age of the tank and field.
Trash is town-contracted. The town's garbage page says it partners with John's Disposal of Whitewater for garbage and recycling, with bins out by 6 a.m. within 2 feet of the street. The 2025 bill I pulled carried a $237.00 garbage and recycling charge.
Fire service shows up on the tax bill as a special charge, $212.02 on that 2025 bill. The bill does not name the department, so confirm which fire and ambulance service covers a given parcel with the town clerk before closing; it affects your homeowners insurance quote.
Police coverage comes from the county. The FBI's agency list for Walworth County shows town police departments in Bloomfield, Delavan, East Troy, Geneva and Linn, and none for Sugar Creek, so the Walworth County Sheriff's Office handles calls here.
The town also regulates the roads it maintains. Its ordinance list includes a driveway and culvert permit, an amended 2026 ordinance on construction on unimproved roads, burning and fireworks ordinances, and a 2025 ATV/UTV ordinance.
Sugar Creek is unusual because three school districts levy taxes in the same town. The 2025 county rate sheet lists Elkhorn Area, Whitewater Unified and Delavan-Darien. Which one a house is in depends on the parcel, and it is printed on the tax bill and the county parcel viewer. Confirm it with the district before you buy.
One of them is inside the town: Tibbets Elementary, an Elkhorn Area school for 4K through grade 5.
Elkhorn Area School District. Tibbets Elementary; Elkhorn Area High.
Whitewater Unified School District. Whitewater High.
Delavan-Darien School District. Delavan-Darien High.
Sugar Creek is a driving town. I ran routes from Tibbets through OSRM, an OpenStreetMap routing engine, on October 5, 2026. These are free-flow estimates with no traffic, so add time at rush hour. Locally, Elkhorn is 5.5 miles and about 12 minutes away, Lake Geneva 15.2 miles and about 21 minutes, and Whitewater 14.3 miles and about 24 minutes.
Vernon Hills is 53.2 miles and about 71 minutes, almost all of it on US 12 into Illinois Route 60. Downtown Milwaukee is 50.3 miles and about 64 minutes via I-43, and Milwaukee Mitchell Airport 46.4 miles and about 61 minutes. Downtown Chicago is 88.3 miles and about 2 hours. O'Hare is 75.0 miles; OSRM estimated 118 minutes on a US 12 and Illinois 53 route, which is longer than I would expect, so treat it as an upper bound.
There is no train in Walworth County, but three Metra terminals and one Amtrak stop are within reach. From Metra's published schedule data for the week of October 5, 2026, Harvard on the Union Pacific Northwest line has 14 weekday trains to Ogilvie, with 92-minute rush-hour trips; OSRM puts Harvard 26 miles and about 41 minutes from Tibbets. Fox Lake on the Milwaukee District North line has 16 weekday trains to Union Station at about 88 to 93 minutes, about 35 miles away. Kenosha on the Union Pacific North line has 10, with 92-minute trips, about 47 miles away. Amtrak's Hiawatha stops at Sturtevant, about 40 miles away; Amtrak's schedule data for the week of October 6 shows six southbound trains on a Wednesday, most at 76 minutes to Chicago Union Station.
The largest piece of public land in the town is the Turtle Valley Wildlife Area. The DNR says it covers about 2,300 acres of shallow marsh, wet meadow and upland prairie northwest of Elkhorn, split into three areas by County Highways P and O. The wetlands were restored by breaking drainage tile and plugging ditches, which created nine flowages. In 2024 the Wisconsin Department of Transportation transferred another 420 acres of restored wetland along Turtle Creek to the DNR. Wildlife areas allow hunting, so check season dates before a fall walk.
On the water, Lake Wandawega's public landing is the town's main access, and the DNR lists panfish, largemouth bass and northern pike there. Camp Wandawega rents cabins and hosts events on its 25 acres.
The town also hosts community events. Its website notes the board is looking for a volunteer to organize the annual Memorial Day event.
Daily errands run through Elkhorn, about 12 minutes from Tibbets. The closest hospital is Aurora Lakeland Medical Center at W3985 County Road NN in Elkhorn, which the Town of Spring Prairie's hospital page lists for the area; it is about 6 miles in a straight line from Tibbets by my arithmetic. Whitewater, about 24 minutes northwest, has the University of Wisconsin-Whitewater campus and its own shopping.
The item to watch is a proposed high-voltage power line. On September 2, 2026, the neighboring Town of Spring Prairie posted a notice about the "BECI 765-kV Transmission Line," a proposed project it described as "potentially coming to the Sugar Creek area," with a public feedback survey that closed September 7. I could not open the project sponsor's site, so I don't know the route or the schedule. If you are looking at land in the town, ask the town clerk where the proposed corridor runs.
The town's own 2026 ordinances show what the board is working on. Its ordinance list includes a 2026 room tax ordinance, which typically applies to short-term rentals, a 2026 plan commission ordinance, a 2026 amendment on construction on unimproved roads and a 2026 stop sign ordinance. If you plan to rent a cottage on Wandawega by the night, read the room tax ordinance before you buy.
There is no Sugar Creek police department; the Walworth County Sheriff's Office provides police service in the town. I don't characterize the safety of any town or neighborhood. Anyone who wants the data can contact the Sheriff's Office or look it up in the FBI's Crime Data Explorer.
The 2025 bills I worked through come in well under half of what the same value pays in central Lake County, and the zoning gives you real options on 5, 20 or 35 acres.
Wandawega is 8 feet deep at its deepest, and the Lauderdale lakefront is mostly in La Grange. It also asks more of an owner than a suburban house: a well, a septic system with state inspection rules, propane on some parcels, a town road ordinance, and a school district you have to check parcel by parcel. The proposed transmission line is an open question until a route is published.
It is a town, an unincorporated Wisconsin municipality with its own town board, clerk and building department. Walworth County handles zoning. The hamlets of Tibbets and Millard and part of Abells Corners are inside it, and many addresses use Elkhorn 53121.
Lake Wandawega (120 acres, 8 feet deep, public landing), Silver Lake and North Lake, plus a slice of the Lauderdale Lakes management district. Lake Lorraine is not in Sugar Creek; it is in the Town of Richmond.
It depends on the parcel. Elkhorn Area, Whitewater Unified and Delavan-Darien all levy taxes in the town. The district is printed on the tax bill; confirm it with the district office.
The 2025 net mill rate was 13.307 per $1,000 of assessed value in the Elkhorn Area district, 14.999 in Whitewater and 12.703 in Delavan-Darien, with a 65.63% assessment ratio. That is about 0.83% to 0.98% of market value before credits.
Zillow's typical home value was $383,949 in August 2026, up 5.4% in a year. Its top-tier index, the upper third of homes, was $576,323.
Walworth County's A-2 district allows horse farms and hobby farms on 20 acres, and C-2 allows homes and stables on 5 acres. Splitting A-2 land into homesites usually means a county rezoning to C-2. Check the parcel's district with the county.
No. Plan on a private well and septic system. Wisconsin requires a licensed pumper and periodic inspections, and the owner reports each service to the county.
About 88 miles and 2 hours from downtown Chicago, and about 53 miles and 71 minutes from Vernon Hills, by OSRM free-flow estimates. Harvard Metra is about 41 minutes away.
The Walworth County Sheriff's Office. I don't characterize any area's safety; the Sheriff's Office and the FBI Crime Data Explorer have the data for anyone who wants it.
The seller pays Wisconsin's real estate transfer fee of $3 per $1,000 of value, or $1,500 on a $500,000 sale, collected by the Walworth County Register of Deeds.
