The Town of Waterford, WI is a 31-square-mile Racine County town that wraps around the Village of Waterford and holds Tichigan Lake, most of Buena Lake and the upper Fox River, with the area's most expensive lakefront, acreage on wells and county zoning.
Living in the Town of Waterford, WI means Tichigan Lake and Fox River frontage, lake cottages and estates in the Tichigan area, and farms and acreage farther out. Lakefront listings ran from about $900,000 to $3.3 million in October 2026. The 2025 tax rate was about $17 per $1,000 assessed. Here is how it fits together.

The Town of Waterford was carved out of a larger neighbor. The Village of Rochester's 2022 community profile says the original Town of Rochester was created by the territorial legislature in 1838 and that portions of it were detached to create the Town of Burlington in 1839 and the Town of Waterford in 1852. The Village of Waterford, at the river crossing in the middle of the town, incorporated separately in 1906.
The lake side of the town grew around the Fox River dam in the village. The dam raised the river upstream into a long, wide body of water, which the regional planning commission now calls the Waterford Impoundment, and that impoundment includes Buena Lake and Tichigan Lake. The Census Bureau's Tichigan community, which covers the lake area, was formerly called Waterford North. Wikipedia's town entry,_Wisconsin) lists Buena Park, Caldwell and Tichigan as unincorporated communities in the town.
The town has looked at changing its status. Around 2020 its website posted an incorporation FAQ and handouts from a public hearing on becoming a village, captured on the Internet Archive. The Department of Revenue still listed it as a town for 2025, and in 2026 the town and the village were working on a cooperative boundary plan, covered in the development section.
For a buyer, the history explains the map: a ring of town land around a small village, with the lakes on the north side of that ring and farmland to the west and south.
The town covers the northwest corner of Racine County, with Waukesha County to the north, the Village of Rochester to the south and the Town of Norway and Wind Lake to the east. The Census Bureau's 2024 gazetteer gives it 31.416 square miles of land and 2.154 square miles of water. The Department of Revenue counted 6,547 people for 2025, up from 6,514 in the 2020 census.
The Tichigan census-designated place holds most of that population. The gazetteer gives it 11.22 square miles of land and 1.99 square miles of water, and the 2020-2024 American Community Survey counts 2,049 of the town's 2,714 homes inside it. In practice Tichigan is the lake side of the town: the shores of Tichigan Lake, Buena Lake and the Fox River above the village.
The town and the Village of Waterford share the 53185 ZIP code, and the difference matters. In 2025 the town's net rate was $16.93 or $17.30 per $1,000 of assessed value depending on the school district, against $14.93 in the village, per the Racine County mill rate sheet. The town's own permit page said in 2020 that the town falls under Racine County zoning, so zoning and shoreland permits go to the county, while the village zones itself. Most town homes also sit on private wells.
When I look at a listing labeled "Waterford," the tax bill tells me whether it is the town or the village. My Waterford village guide covers the riverfront downtown and its subdivisions.
I split the town into five kinds of places, because frontage, lot size and price change sharply between them.
Tichigan Lake is the top of the market. The DNR's 2022 fisheries report says nearly the entire shoreline is developed with homes, with a small natural stretch on the north end. Listings I opened on October 5, 2026 placed houses on Birch Lane and Blue Heron Pointe Drive on the lake, at $3,295,000 and $2,750,000.
Buena Lake and the Buena Park area sit between Tichigan Lake and the village. Listings that day put houses on Scenery Road and East Peninsula Road in the Buena Park subdivision, with frontage on Buena Lake, at $989,900 and $925,000, and a log home on Contour Road with deeded access to Buena Lake at $749,900.
The Fox River shoreline runs north from the village to Tichigan Lake and on toward Waukesha County. A raised ranch on Riverside Drive in the town, with a new private pier on the Fox and Tichigan, was pending at $499,900, and an older house on Fox River Road was listed at $399,900.
Off-water subdivisions in the Tichigan area fill in behind the lakes. Houses on Burma Road and Golden Drive, built in 1992 and 1997, were listed at $464,900 and $499,000.
The countryside covers the west and south of the town, including Caldwell. Here the listings were acreage: a 1934 house on about 8.6 acres on Northwest Highway at $650,000 and a 60-acre property on Marsh Road with a 4.5-acre pond at $2,495,000.
Subdivision and road names come from listing pages, so I confirm boundaries on the plat and the tax bill.
Tichigan Lake. Nearly all-developed shoreline; the town's highest prices, with 2026 listings from $2.75 million to $3.3 million.
Buena Lake and Buena Park. Between Tichigan Lake and the village; frontage and deeded-access homes from about $750,000 to $990,000 in October 2026.
Fox River shoreline. North of the village toward Tichigan Lake; piers on the river, mostly under $500,000.
Off-water Tichigan subdivisions. 1990s houses on roads such as Burma Road and Golden Drive.
Countryside and Caldwell. Farms and acreage on wells and septic in the west and south of the town.
The town is almost entirely detached houses. The 2020-2024 American Community Survey counts 2,714 housing units (plus or minus 214), and about 2,641 of them, 97%, are detached single-family homes. Of 2,568 occupied homes, about 2,336, or 91%, are owner-occupied. The survey estimates only about 80 homes held for seasonal use (plus or minus 87), far fewer than in the Walworth County lake towns, which tells me Tichigan Lake is mostly a year-round lake.
The town is newer than its lake cottages suggest. The median home was built in 1991. The 1990s are the biggest decade, with about 554 homes, followed by the 2000s with about 450. About 311 homes date to before 1940, many of them original lake cottages, and about 387 were built since 2010.
The ACS puts the median owner value at $424,300 (plus or minus $35,338), well above Racine County's $251,400. It estimates about 302 owner-occupied homes valued at $750,000 to $999,999 and about 133 at $1 million to $1.5 million, though the margin on the higher count is larger than the count itself. In the Tichigan area alone the median value is $445,800.
The Department of Revenue's 2025 equalized values show residential property at $1.134 billion of the town's $1.219 billion in real estate, about 93%. The tax base is almost all homes.
Lake houses here have their own inspection list. On an older Tichigan or Buena cottage I look at how and when it was winterized, the foundation, past water in the basement and the number of additions. On a 1990s or 2000s lake house it is the roof, the windows and the seawall or riprap. On any lot I read the pier permit history and the survey for where the ordinary high-water mark falls.
The town's lakes are part of one water system on the Fox River. The regional planning commission's lake management plan, published in October 2007, describes the Waterford Impoundment as a 1,132-acre body of water in the Town and Village of Waterford, made up of the Fox River flowage plus the Buena Lake and Tichigan Lake basins, with about 358 square miles of land draining into it. The shoreline is mostly wetland in the far north and mostly homes from Tichigan Lake and Buena Lake down to the Waterford dam.
The DNR's Tichigan Lake page lists it at 279 acres with a maximum depth of 63 feet. The DNR's 2022 fisheries survey, published in 2025, gives a mean depth of 6 feet, describes an open connection to the Fox River near the village and rates the fishery as quality for northern pike, walleye and channel catfish and outstanding for panfish.
That report also lists the lake's problems plainly. Tichigan Lake and the Fox River are on the state's impaired waters list for phosphorus and PCBs, water clarity is low, and the lake has documented invasive species including zebra mussels, Eurasian water-milfoil and curly-leaf pondweed. None of that stops boating, but it shapes what a lakefront owner sees in late summer.
Public access is indirect. The same report says there is no direct public boat access to Tichigan Lake; boaters reach it by the Fox River from a launch downstream in the Village of Waterford or one upstream off Bridge Drive. The village's Huening Park launch sells 2026 annual permits for $40 to village residents and $70 to everyone else, plus a $10 in-and-out permit for district members and waterfront owners.
The Waterford Waterway Management District, formed in 2003 after petitions signed by almost 60% of riparian owners, manages the water from the dam north to the Tichigan area. Its seven commissioners are appointed by Racine County and the Town of Waterford or elected by riparian members, and it meets at the Waterford Town Hall.
This is where Racine County's lake luxury market lives, and it is thin. On October 5, 2026, the top listing in the town was a Tichigan Lake ranch on Birch Lane listed at $3,295,000: six bedrooms, about 5,020 square feet, built in 2007, with 270 feet of frontage and a boathouse per the listing. Its listed annual tax was $14,478, about 0.44% of the asking price, and public records on the listing show a 2005 sale at $497,500, which is a reminder that a long-held lake lot can carry an assessment far below today's price.
Second was a 2.3-acre estate on Blue Heron Pointe Drive with 364 feet of western Tichigan Lake shoreline, a saltwater pool and about 4,946 square feet, listed at $2,750,000 after a cut from $2,998,000 in June 2026. Its price history shows a December 2020 sale at $1,435,000, and its listed tax was $27,571, about 1.0% of the asking price.
Below that, the town offers frontage at lower prices. A Buena Lake house on Scenery Road with 108 feet of frontage was listed at $989,900 with a $13,096 tax bill, and a triple lot on East Peninsula Road with 144 feet of frontage was listed at $925,000. A roughly 24-acre parcel on North Tichigan Road with 117 feet on Tichigan Lake and about 1,300 feet on the Fox River, zoned partly agricultural, partly lake and partly residential, was listed at $899,000.
Acreage is the other luxury product. The 60-acre Marsh Road property, with a farmhouse, a 4.5-acre pond and part of the land zoned commercial, was listed at $2,495,000 in May 2026.
I separate three tiers on any lake. Lakefront means your own frontage and pier rights. Lake access means a deeded or association right to reach the water, like the Contour Road log home's deeded Buena Lake access. Off-lake means you trailer to a launch. On Tichigan Lake the gap between them is large, and the town's top prices sit well below Geneva Lake's, which is the comparison many Illinois buyers bring with them.
Redfin's public data publishes a series for the Tichigan Census place, which covers the town's lake side. It counted 64 sales in the 12 months through May 2026, up from 50 the year before. Monthly medians ranged from $314,000 to $720,000, with April 2026 at $720,000 on five sales and May 2026 at $550,000 on six. That is a small market where one lakefront closing moves the number.
Zillow doesn't publish a separate town series. For the 53185 ZIP code, which covers the town and the village, Zillow's top-tier index was $613,650 in August 2026, up 3.1% in a year, and the middle-tier index was $458,958. For comparison, Zillow's August 2026 middle-tier figure for Lake County, Illinois was $399,526.
The listing mix on October 5, 2026 shows the spread. Within the town, on Movoto's Waterford page, I found off-water houses in the Tichigan area from $387,000 to $499,000, Fox River houses from $399,900 to $499,900, Buena Lake houses from $749,900 to $989,900, two Tichigan Lake frontage listings at $2,750,000 and $3,295,000, and acreage from $650,000 to $2,495,000. Vacant land included a roughly 41-acre parcel on Grand Drive at $999,900.
The Lake County buyers I talk to who look north usually start with Geneva Lake and then ask what a deep, boatable lake costs closer to Milwaukee. Tichigan Lake answers that with frontage in the $1 million to $3.3 million range, but with fewer sales and more variation in lot quality, so I price a Tichigan house only against other Tichigan frontage, foot for foot. If you're running numbers, my guide to how much house you can afford in 2026 is a good place to start.
Wisconsin taxes run on assessed value times a mill rate, and the town has two rates because it has two elementary districts.
The Racine County mill rate sheet lists the town's 2025 net rates at $16.927 per $1,000 of assessed value for parcels in Waterford Graded J1 and $17.302 for parcels in Washington-Caldwell, both with Waterford Union High School. The Department of Revenue's 2025 apportionment puts about $890.3 million of the town's value in Waterford Graded and about $328.8 million, roughly 27%, in Washington-Caldwell.
The assessed value is the part to watch. The DOR puts the town's 2025 assessment level at 0.75, meaning assessments averaged about 75% of market value. On full value the DOR lists a gross rate of 1.456% and an effective rate of 1.285% after the school levy credit. Lagging assessments help today's owners, but when a municipality revalues, the properties that lagged most can see the largest change, and the Birch Lane listing's 0.44% tax-to-price ratio shows how wide the gap can get on a long-held lake lot.
A worked example. A $550,000 primary residence, near the Tichigan area's May 2026 median sale price, assessed at the 2025 level would carry about $412,500 of assessed value. In Waterford Graded that is a 2025 bill of about $6,982 before the lottery and gaming credit, which I estimate at about $335, for a net near $6,647, or about 1.21% of value. A second home gets no lottery credit. A $2,750,000 lakefront house fully assessed at the same 75% level would carry about $34,900 a year, and the actual bill depends entirely on how the assessor has valued that parcel.
Wisconsin's real estate transfer fee is $0.30 per $100 of value, about $8,250 on a $2,750,000 sale. Coming from Lake County, Illinois, where lakefront in Antioch or the Chain O'Lakes often carries effective rates above 2%, Tichigan Lake's tax line usually reads lower. This is general information, not tax advice; your bill depends on the parcel, its school district, your credits and the assessment.
Building on the water in the town involves three sets of rules. Zoning and shoreland permits go to Racine County, which the town's permit page said in 2020 handles all town zoning from its Ives Grove office in Sturtevant. Piers go to the town. Water and septic are mostly private.
Racine County's zoning code, Chapter 20, sets a 35-foot vegetative buffer zone inland from the ordinary high-water mark, where clearing is limited to an access and viewing corridor. It caps impervious surface at 15% of the part of a lot within 300 feet of the water, with up to 30% allowed when the owner meets mitigation standards. Shore yard setbacks can be reduced to the average of neighboring homes within 100 feet but not below 50 feet, and no structures other than approved boathouses and certain items sit in the shore yard. On a small lake lot, those rules decide whether a teardown can be replaced at a larger size.
The town's pier ordinance requires a town permit to build, extend, enlarge or replace a pier on Tichigan Lake or the Fox River in the town, with applications reviewed by the Planning Commission after neighbors are notified. Until a pier head line is set, piers may not extend past the greater of the boat length or the three-foot depth contour. Legally placed seasonal piers that are not expanded are exempt. The town's pier materials also limit a deck attached to a pier to 112 square feet.
Most town homes use private wells, and many use septic systems. The Western Racine County Sewerage District treats wastewater for the two villages and portions of the town, and the town has a sanitary district for some areas. On any town purchase I'd confirm whether the lot is sewered, test the well and, on a septic lot, get the permit, pumping records and an inspection inside the contingency period.
The town follows the Wisconsin pattern of elementary districts feeding a union high school, and two elementary districts tax parts of it. The DOR's 2025 apportionment puts about 73% of the town's value in Waterford Graded J1 and about 27% in Washington-Caldwell. All of the town is in the Waterford Union High School district, and the town supplies about 36% of that district's tax base, its largest single share.
Waterford Graded's schools are all in the village, per the federal school directory.
Washington-Caldwell runs one K4-8 school, Washington Elementary at 8937 Big Bend Road in the northern part of the town.
Assignment follows the parcel, and the district shows up on the tax bill as a different rate, so I confirm the district for the exact parcel on the tax bill and with the district office before an offer.
Washington Elementary. 8937 Big Bend Rd. Washington-Caldwell, K4-8.
Woodfield, Evergreen and Trailside Elementary. Waterford Graded J1, K4-5, in the village; 73.4, 71.2 and 64.6.
Fox River Middle School. Waterford Graded J1, grades 6-8.
Waterford High School. Waterford Union High School district.
The town is crossed by State Highway 36 toward Milwaukee and Burlington, Highway 20 toward I-94 and Racine, and Highway 83 north toward Mukwonago and Waukesha. Big Bend Road links the Tichigan area to Waukesha County.
I ran free-flow routes from the Tichigan Lake area on the OSRM routing engine on October 5, 2026. OSRM uses OpenStreetMap roads and no traffic, so treat these as best-case times.
Downtown Milwaukee is about 30 road miles and 45 minutes, Mitchell airport about 26 miles and 41 minutes, and Waukesha about 16 miles and 29 minutes. The I-94 interchange at Highway 20 is about 19 miles and 31 minutes, Racine about 27 miles and 45 minutes, the City of Burlington about 11 miles and 20 minutes and Lake Geneva about 24 miles and 44 minutes.
Going south takes longer. Vernon Hills is about 57 miles and 76 minutes, inside the 90-minute radius Lake County buyers ask about. Downtown Chicago is about 83 miles and 109 minutes, past 90 minutes with no traffic. The router gave O'Hare about 80 miles and 120 minutes, which looks long against the Loop time, so I'd check it against a live map. The southern part of the town, near the village, is about five minutes closer to everything going south.
For a Lake County, Illinois buyer, Tichigan Lake is a weekend or hybrid-schedule lake about 75 minutes from Vernon Hills, and a daily lake for someone working in Milwaukee or Waukesha County.
The town has no rail service. Amtrak's Hiawatha at the Sturtevant station is about 22 road miles and 36 minutes from the Tichigan area by the same free-flow router, and the Milwaukee Airport station about 26 miles and 41 minutes. Amtrak's schedule feed published October 5, 2026 shows six weekday Hiawatha trains from Sturtevant to Chicago Union Station, the first at 7:43 a.m., with rides of 76 to 84 minutes, and the Borealis adds one train each way daily.
Metra is farther. In Metra's GTFS schedule data for October 2026, Antioch on the North Central Service, about 31 miles and 47 minutes from the Tichigan area, has 7 weekday trains each way with rides of 92 to 103 minutes and no weekend service. Fox Lake on the Milwaukee District North line, about 34 miles and 54 minutes away, has 16 weekday trains each way with rides of 88 to 102 minutes and 9 on weekends. Kenosha on the Union Pacific North line, about 35 miles and 53 minutes away, has 10 weekday trains to Ogilvie.
Door to door, a train trip from the town to the Loop runs more than two hours. Sturtevant is the quickest rail option because the Hiawatha ride is shorter than any Metra ride from the north end of the system.
The town's main amenity is the water. Tichigan Lake draws water skiers and power boaters, and the regional plan's July 2005 count found about 1,440 watercraft on and around the impoundment, about 500 of them pontoons. The DNR's fisheries report rates Tichigan Lake as a quality pike, walleye and catfish lake and an outstanding panfish lake.
North of the lake, the OpenStreetMap extract I pulled on October 5, 2026 places the Tichigan State Wildlife Area, the wetlands that keep the north end of the impoundment natural. The regional plan names nearby high-quality natural areas including the Tichigan Fen and Elm Island Bog. The same extract shows Waterford Town Park north of the lake and Rivermoor Golf Club just west of the village.
South of the town, the Seven Waters Trail runs along the Fox River from the Village of Waterford through Rochester toward Burlington, and Rochester's Case Eagle Park, Saller Woods and the Wadewitz Nature Camp are a short drive, covered in my Rochester guide. The Village of Waterford, covered in my Waterford guide, handles errands with a supermarket, library and downtown restaurants, and Mukwonago and Burlington are each about 20 minutes away for bigger shopping.
Winter changes the lake. In January 2026, local TV reported an ice-fishing rescue on Tichigan Lake, a reminder that ice conditions on a lake with an open river connection can differ from a closed lake. Anyone buying for winter use should treat the inlet and outlet areas with care.
Tichigan State Wildlife Area. Wetlands at the north end of the impoundment.
Waterford Town Park. North of Tichigan Lake.
Seven Waters Trail. Paved trail along the Fox from the village south through Rochester.
The town's lakes are a river, and rivers flood. In April 2026, after historic rain across Wisconsin, Spectrum News reported homeowners in Tichigan sandbagging, building plywood barriers and running pumps around the clock to keep the Fox River out of their homes, with water close to some floor joists. The town's website also posted a spring 2026 notice that Fox River Road and Marsh Road had reopened.
Because Tichigan Lake and Buena Lake sit on the river, their levels rise with the whole upstream watershed, about 358 square miles by the regional plan's count, rather than only with local rain. A lake lot's elevation above the water matters as much as its frontage.
On any town property near the water I check the FEMA flood map for the parcel, ask the seller for any history of water in the house, garage or crawl space, look at the grading and the sump system, and get a flood insurance quote before the inspection period ends, even when a lender doesn't require it. On a teardown or addition, floodplain status also changes what the county will permit.
The biggest open question for the town in 2026 is its border with the village. The two governments are developing a cooperative boundary plan under Wisconsin's statute for those agreements, and the village's page said in October 2026 that a plan had not yet been drafted. A boundary agreement sets which land the village can annex and on what terms, so for a buyer on the edge of the village it can change future zoning, utilities and tax rates.
Public services are also being reorganized. The town's police department serves the village under a contract, and a joint town and village police committee met in October 2025 on a draft agreement for 2026 and beyond. Fire and EMS in the town have come from the Tichigan Volunteer Fire Company since January 2020, with help from Rochester, after the town ended its contract with the village, according to FOX6. The fire company's stations appear on OpenStreetMap on Big Bend Road and in Caldwell.
New building continues at a modest pace. The ACS estimates about 164 homes built in the town since 2020 (plus or minus 140), and on October 5, 2026 the Marsh Road estate, the North Tichigan Road parcel and several large vacant tracts were for sale, including about 41 acres on Grand Drive. The Village of Waterford, next door, approved new subdivision phases in 2026, which is where most new lots in the area are going.
If a neighbor's land division, a pier, or a road project matters for a parcel you're considering, Racine County's zoning office and the town's Planning Commission are where those come up.
The Town of Waterford runs the Waterford Police Department, which also serves the Village of Waterford under a contract, per the village's About page, and the two governments have been working on a joint arrangement. Fire and EMS come from the Tichigan Volunteer Fire Company. I don't characterize any town or neighborhood. Anyone who wants the data can ask the department or look up any agency on the FBI's Crime Data Explorer.
Tichigan Lake gives you deep water and a busy boating lake, Buena Lake and the Fox River give you smaller water with less boat traffic at lower prices, and the countryside gives you acreage.
The trade-offs are specific. The lakes sit on a river, so flood exposure, water clarity and invasive species come with the frontage. There is no direct public launch on Tichigan Lake. Assessments average about 75% of market value, so a long-held house can carry a tax bill far below what a new owner may eventually pay. Most homes run on wells and many on septic, zoning goes through the county and pier changes through the town. Downtown Chicago is past 90 minutes by car even with no traffic.
The one thing I would never skip here is pulling the tax bill, the pier permit history and the FEMA flood map for the exact parcel before anyone falls for the view.
The Town of Waterford. Tichigan Lake and most of Buena Lake are in the town, inside the Census Bureau's Tichigan community. The Village of Waterford sits downstream at the Fox River dam.
The DNR lists Tichigan Lake at 279 acres with a maximum depth of 63 feet; its 2022 fisheries report gives a mean depth of 6 feet. It is part of the 1,132-acre Waterford Impoundment on the Fox River.
On October 5, 2026, Tichigan Lake frontage listings were $2,750,000 for a 2.3-acre estate with 364 feet of shoreline and $3,295,000 for a house with 270 feet. Redfin's Tichigan area median was $550,000 in May 2026.
The 2025 net rate was $16.927 per $1,000 of assessed value in Waterford Graded J1 and $17.302 in Washington-Caldwell. Assessments averaged about 75% of market value, and the DOR's effective rate is 1.285% of full value.
Not directly. The DNR says boaters reach Tichigan Lake by the Fox River, from the Village of Waterford's launch at Huening Park or an upstream access off Bridge Drive. Village launch permits for 2026 are $40 for village residents and $70 for nonresidents.
Yes, to build, extend, enlarge or replace one. The town's pier ordinance requires a town permit on Tichigan Lake and the Fox River, reviewed by the Planning Commission. Legally placed seasonal piers that aren't expanded are exempt.
About 73% of the town's value is in Waterford Graded J1 and about 27% in Washington-Caldwell. All of it feeds Waterford Union High School. Confirm the district for each parcel on the tax bill.
From the Tichigan area, about 83 road miles to downtown Chicago and 57 to Vernon Hills. Free-flow routing estimates are 109 and 76 minutes; traffic adds time. Amtrak at Sturtevant is about 36 minutes away.
The town runs the Waterford Police Department, which also serves the village under a contract. I don't characterize any area; the department and the FBI Crime Data Explorer have the data for anyone who wants it.
