The Basics

Town of Dover, WI Basics: Kansasville, Eagle Lake and the Town Hall

Dover is a town in the Wisconsin sense: an unincorporated civil township with its own board and its own line on the tax bill. Its website still calls it the Town of Dover in 2026 and lists the spring 2026 election for town chair and supervisors. Wikipedia gives it 36.2 square miles in total, 35.4 of them land and 0.8 water. The Department of Revenue's 2025 Town, Village and City Taxes report counts 4,217 residents as of January 1, 2025, and a full value of $705,304,500.

The Town Hall is at 4110 South Beaumont Avenue in Kansasville. The town lists five unincorporated communities inside its borders: Beaumont, Eagle Lake Manor, Eagle Lake Terrace, Kansasville and Rosewood. It maintained 38.93 miles of town roads as of February 2026.

Kansasville is the crossroads. Wikipedia's Kansasville article describes it as an unincorporated community in Dover with its own 53139 ZIP, once a station on the Milwaukee Road's Racine and Southwestern branch, whose rails were removed after the railroad's 1980 bankruptcy. Highway 75 runs north through Kansasville, crosses a Canadian Pacific line, meets Highway 11, then passes Eagle Lake on its way to Highway 20 east of Waterford.

Addresses in Dover do not name the town. Listings use Kansasville 53139, Union Grove 53182, Burlington 53105 and Waterford 53185. I ran listings through the Census Bureau's geocoder on October 5, 2026: a $1.65 million house with a Burlington address on Rowntree Road and a $1.45 million house with a Waterford address on Washington Avenue are both in the Town of Dover. The tax bill tells you the municipality and school district; the mailing address does not.

The Lake

Eagle Lake in the Town of Dover: Size, Depth and Water Quality

Eagle Lake is the reason most out-of-area buyers find Dover. The town's lake ordinance describes it as lying wholly within the Town of Dover, in the southeast part of the town per the Water Patrol page, which puts it at 520 acres with 4.75 miles of shoreline and says about 250 homes and condominiums sit close to the lake.

The lake is shallow, and the sources say so in slightly different numbers. The DNR's lake page lists 529 acres and a maximum depth of 11 feet. The DNR's Eagle Lake Fishery Area page gives 520 acres, an average depth of 7 feet and a maximum of 12, with 21% of the lake under 3 feet. The Eagle Lake Improvement Association measured 13 feet locally in 2025, a 6-foot mean depth and a bottom that is about 75% muck. The DNR lists musky, panfish, largemouth bass, northern pike and walleye.

Water quality is the honest trade-off. The association classifies the lake as hypereutrophic with very low clarity, and the Eagle Lake Management District says the DNR added it to the state's impaired waters list in 2016, mainly for high nutrient levels and farm runoff. The association's watershed page says the 4,228-acre watershed lies entirely in Dover, with about 1,900 acres in crops, and that county modeling puts about 220 tons of sediment and 475 pounds of phosphorus into the lake each year. The lake is not spring fed; water leaves over a dam in the northwest corner and flows down Eagle Creek to the Fox River.

Coming from Lake County, Illinois, where buyers compare Eagle Lake's name to the deep, clear lakes around Lake Geneva, this is the expectation I would reset first. Eagle Lake is a shallow, weedy, managed recreational lake, priced accordingly.

The Lake

Who Manages Eagle Lake in Dover: The Lake District, Weed Harvesting and the Sewer District

Three local bodies matter to an Eagle Lake owner.

The Eagle Lake Management District, established in 1996, runs the lake work. Its harvesting page says crews run two weed harvesters and a transporter on weekdays from early June into early fall under a DNR-approved plan, trucking cut weeds off as farm mulch, with a shoreline crew helping owners with floating weeds. The DNR approved an updated aquatic plant management plan in spring 2026, based on 2025 surveys, which lets the district renew its harvesting permit and apply for yearly treatment permits. The lake got a Eurasian watermilfoil treatment in four areas on May 18, 2026. In July 2025 the district formed a rehabilitation committee to study ways to improve the lake's condition. The district also stocked northern pike in 2025.

The Eagle Lake Improvement Association is a volunteer nonprofit. Its programs page lists Clean Boats Clean Waters inspections, a watershed task force, inlet clean-ups and stream restoration, and says it paid for the recent dredging of the Zinnen Boat Launch. It lists full-lake dredging only as a treatment under study. The town also links two neighborhood associations around the lake.

The Eagle Lake Sewer Utility District serves the lake area. The town's district page says new homes required to connect must install a backwater device before getting an occupancy permit, under an ordinance effective September 10, 2018, and the town's building page says a sump pump inspector visits connected homes.

For a buyer, that means two extra lines to check. Lake district taxes or charges, and sewer district charges, can appear on the bill or the sewer statement, and I would ask the seller for a year of both, plus any special assessment notices, before writing an offer.

The Lake

Eagle Lake Boating Rules in Dover: Launches and Piers

Eagle Lake has more rules than many Wisconsin lakes its size, and they shape what kind of boat makes sense.

The town's lake ordinance, on file with the DNR, bans motorboats above idle speed from sunset or 8 p.m., whichever is earlier, until 10 a.m. the next day, and bars water skiing in the same hours. It sets a slow-no-wake zone within 300 feet of shore, adds slow-no-wake areas near the dam bay, the county launch entrance and the bay north of Island Road, requires boats to travel counter-clockwise except at idle, bans glass containers on the lake, and requires piers and lifts to be out by November 1 each year. In May 2025 the town board banned artificial wake enhancement, the ballast and wake-surf systems on newer boats.

The town has its own Water Patrol, which patrols the lake, both launches and the shoreline. There are two public launches: the town's Zinnen Boat Launch at the end of Minnetonka Road, and Racine County's Eagle Lake Park at 23705 Church Road. The county's park page describes 25 acres with a picnic shelter, playground and launch, The lake district reported in July 2022 that the county closed that launch from August 1, 2022 to build a new seawall, a new two-lane launch and a new concrete ramp, so the county side is recent work. The county's boat launch page, updated March 2026, lists $16 a day or $162.50 for a season pass.

Piers follow state rules. The DNR's 2026 pier planner says an exempt pier can be up to 6 feet wide with a loading platform up to 200 square feet, extending out to 3 feet of water depth or enough for mooring, with two boat slips for the first 50 feet of frontage. On a lake this shallow, that can mean a long pier.

Quiet hours. No speed above idle from sunset or 8 p.m. (earlier) until 10 a.m.; no skiing in those hours.

Slow-no-wake. Within 300 feet of shore, plus the dam bay, the county launch entrance and the bay north of Island Road.

Direction. Counter-clockwise travel except at idle.

Wake boats. Artificial wake enhancement banned since May 2025.

Piers. Out by November 1; state exempt-pier limits apply.

Homes

What Town of Dover Homes Look Like: Lake Cottages, Farmhouses and Acreage

Dover is a town of detached houses. The Census Bureau's 2020-2024 American Community Survey counts 1,321 housing units, 1,140 of them (about 86%) detached single-family houses and about 100 manufactured homes. Of 1,227 occupied homes, 1,078, about 88%, are owner-occupied. The survey counts about 87 homes held for seasonal or recreational use, almost all of them around the lake.

The stock is mixed in age. The median year built is 1977, against 1968 for Racine County. About 168 homes predate 1940 and about 225 date from the 1950s, many of them the original lake cottages. Every decade from the 1970s to the 2000s added roughly 160 to 210 homes, and only about 70 have been built since 2010.

Values are above the county's. The survey's median owner-estimated value is $299,700, against $251,400 countywide. About 17% of owner-occupied homes (187) are valued at $500,000 or more, including an estimated 6 at $2 million or more, with margins wide enough that the top end is uncertain.

The lake area has its own Census profile. The Eagle Lake census-designated place has about 555 housing units, 536 of them detached houses, a median year built of 1973 and a median owner-estimated value of $271,400, with about 78 seasonal homes. The off-lake and lake-access homes there pull that median down; true lakefront trades well above it.

The Department of Revenue's 2025 equalized values show a residential town. Residential property is $606.8 million, about 86% of the $705.3 million total. Commercial property is $56.4 million, about 8%, and agricultural land carries only $5.0 million because Wisconsin taxes farmland at use value.

Neighborhoods

Town of Dover Neighborhoods: Eagle Lake Shores, Kansasville and the Waterford Side

Dover's pockets follow the lake, the highways and the school district lines.

Around Eagle Lake, the Eagle Lake Management District names the lake communities: Pan Yack Park, North Shore, Regency Club Condos, East Shore, The Island, Eagle Bay, Eagle Lake Manor and The Terrace. The town's ordinance also names the Delaney's Deerfield subdivision. Listing streets around the lake include Lakeshore Drive, Peninsula Drive, Oakwood Lane, Church Road, Linden Lane and Hiawatha. The Census geocoder places the lake addresses I checked in the Burlington Area School District.

Kansasville is the crossroads at Highways 75 and 11, with the Town Hall, Kansasville Elementary and the fire station. The land south and east of it, toward Union Grove and the Kenosha County line, is largely farmland and acreage; a Schroeder Road listing there fell in the Dover #1 and Union Grove High districts.

The north side, along Highway 20 toward Waterford and Rochester, carries Waterford and Burlington addresses and falls in the Waterford school districts. That is where the town's most expensive listings were on October 5, 2026: a 7-bedroom, 5,012-square-foot house on Washington Avenue at $1,450,000 and a 3-bedroom, 2,580-square-foot house on Rowntree Road at $1,650,000, both confirmed in Dover by the geocoder.

The southwest corner borders Bong State Recreation Area across the Kenosha County line, and the Dover Wildlife Area sits in the north at Highway 20 and Britton Road.

Eagle Lake shores. Pan Yack Park, North Shore, Regency Club Condos, East Shore, The Island, Eagle Bay, Eagle Lake Manor, The Terrace and Delaney's Deerfield.

Kansasville. Highways 75 and 11; Town Hall, school and fire station.

South and east farmland. Acreage toward Union Grove; Dover #1 and Union Grove High districts.

North side toward Waterford. Highway 20 corridor; Waterford schools; the town's top-priced listings.

The Real Estate Market

The Town of Dover, WI Housing Market in 2026: Lakefront and Acreage

Zillow's home value index, which tracks a typical mid-tier home, put Dover at $503,026 in August 2026, up 4.0% from $483,757 in August 2025 and 5.5% from $476,955 in August 2024. In the same month Yorkville was $542,069, Union Grove $341,532 and Racine County $318,751.

Sales data is thin and broader than the town. RealtyTrac put the Kansasville 53139 ZIP's median sold price at $447,400 in September 2026, up 5.9% from a year earlier, with a median list price of $454,000. The @properties listing pages for two Lakeshore Drive homes report a 12-month average Kansasville sale price of $555,808, 42 average days on market and 94% of list price.

Eagle Lake lakefront is a mid-market product. A 5-bedroom, 3,104-square-foot lakefront home on Lakeshore Drive, built in 1944, sold for $855,000 after listing in December 2025. A 3-bedroom, 1,650-square-foot lakefront home on Lakeshore Drive built in 1930 was active at $549,000 on October 5, 2026, after a $50,000 price cut. Other lake-area listings on Movoto that day ran from $189,000 for a one-bedroom on Harrison Street to $780,000 on Oakwood Lane, with lots on Hiawatha at $70,000.

The town's top tier is acreage, not lakefront. Movoto's Dover page listed the Rowntree Road house at $1,650,000, the Washington Avenue house at $1,450,000 and 49.83 acres on Durand Avenue at $1,100,000, about $22,000 an acre. Dover has no $2 million or more listing, and nothing I found suggests Eagle Lake supports one.

For a buyer coming from the North Shore of Illinois expecting Geneva Lake prices, Eagle Lake is a different market: older frontage, a shallow lake and prices under $1 million. I would price a lake home on frontage, water depth at the pier, sewer district status and the age of the house, and price acreage on its school district, soils and outbuildings.

The Real Estate Market

Town of Dover Property Taxes: Seven Rates and a Worked Example

Dover has one of the lowest effective tax rates in Racine County. The Department of Revenue's 2025 report puts the town's effective full-value rate at 0.977% after credits, against 1.256% in Yorkville, 1.369% in Union Grove, 1.068% in the Town of Burlington and 1.546% for the county as a whole. Only the Village of Raymond (0.966%) and the Town of Norway (0.944%) were lower.

The rate a homeowner pays depends on the school district, and Dover has seven combinations. Racine County's 2025 mill rate sheet lists these net rates per $1,000 of assessed value: $11.909082 for Brighton and Central-Westosha, $12.083588 for Kansasville (Dover #1) and Union Grove High, $12.503776 for Burlington Area, $13.307813 for Union Grove Elementary and Union Grove High, $13.986064 for North Cape and Waterford High, $14.952713 for Yorkville J2 and Union Grove High, and $15.831970 for Waterford Elementary and Waterford High. The DOR's apportionment puts about 59% of the town's value in Burlington Area, about 26% in Dover #1 and about 13% in the Waterford districts.

Assessments are well below market. The DOR puts Dover's assessment level at 0.76, so a house assesses at about three-quarters of its market value.

A worked example at Zillow's typical August 2026 value of $503,026. At a 0.76 ratio the assessment would be about $382,300. At the Burlington Area rate of $12.503776, the 2025 bill would be about $4,780 before credits; at the Kansasville rate, about $4,620; at the Waterford rate, about $6,053. The $855,000 lakefront sale above would assess near $649,800 and carry about $8,125 at the Burlington Area rate. The DOR's November 2025 report says the lottery and gaming credit, for a primary residence only, is figured on the first $27,000 of value and averaged $190 statewide.

The town's own share is small and was nearly raised. TMJ4 reported that an April 7, 2026 referendum asked to raise the town levy from $547,454 to $1,118,542, about 104%, citing rising costs, roads and paramedic service, and it failed 275 to 995. Expect the question of town services and funding to come back.

Wisconsin's real estate transfer fee is $0.30 per $100 of value. This is general information, not tax advice; your bill depends on the parcel, its school, lake and sewer districts, your credits and the assessor.

Land and Acreage

Town of Dover Zoning, Shoreland Rules, Septic and Solar

Dover uses Racine County zoning. The town's FAQ sends zoning questions to the county's planning and zoning department, and the lake district points owners to the county's shoreland zoning office for lake permits. Building permits and inspections moved to SAFEbuilt in August 2026, per the town's building inspector page.

Shoreland rules apply to every lake lot. The DNR's shoreland program page sets the statewide minimums that county ordinances must meet or exceed: buildings set back at least 75 feet from the ordinary high-water mark, sewered lots at least 65 feet wide and 10,000 square feet, unsewered lots 100 feet and 20,000 square feet, no clear-cutting in the first 35 feet beyond an access corridor, and impervious surface capped at 15%, or up to 30% with mitigation. Many older Eagle Lake cottages sit closer than 75 feet, so I would ask the county what can be rebuilt or expanded on a specific lot before buying it to tear down.

Outside the lake's sewer district, I found no public sewer source; plan on a private well and septic on acreage, and write a well test and septic inspection into the inspection period.

Drainage and solar are the two policy items to watch. The town's stormwater commission lists Oakcrest Creek at the lake's southeast corner as heavily sedimented, with a restoration project in planning, plus ponding along Highway 11 east of Highway 75 and runoff off Schroeder and Church Roads. And in July 2024 the town adopted a temporary moratorium on large solar energy systems, followed by a Racine County hearing on a solar ordinance in April 2025. I found no utility-scale solar project approved in Dover as of October 2026.

Schools

Town of Dover Schools: Kansasville, Burlington, Union Grove and Waterford

Dover is split among ten school districts, which the town listed on its April 2025 ballot results. Three cover nearly all of it.

The Burlington Area School District covers about 59% of the town's value, including the Eagle Lake addresses I checked with the Census geocoder.

The Dover #1 district runs one school, Kansasville Elementary, for 4-year-old kindergarten through 8th grade at 4101 South Beaumont Avenue, next to the Town Hall. Its graduates go to Union Grove High, whose roughly $35 million building referendum passed in 2024, per TMJ4.

The north side is in the Waterford districts." Smaller pieces of the town fall in Yorkville J2 (Yorkville Elementary), North Cape, Union Grove J1 and Brighton #1.

Two referendums are on recent bills. Burlington Area and Waterford Graded both passed operating referendums in April 2025, per the Dairyland Sentinel's results list, though Dover's own wards voted against both.

Assignment follows the parcel, so confirm the district on the tax bill.

Kansasville Elementary (Dover #1). 4101 South Beaumont Avenue; K4 through 8.

Burlington Area School District. Most of the town, including Eagle Lake; Burlington High.

Union Grove High School. High school for the Dover #1 area.

Waterford districts. North side; Waterford Graded J1; Waterford High.

Commute & Access

Driving from the Town of Dover to Lake County, Chicago, O'Hare and Milwaukee

Dover's main roads are Highway 11 east and west through Kansasville, Highway 75 north and south past Eagle Lake, and Highway 20 across the north side. WisDOT's Highway 11 project page schedules a 6.4-mile resurfacing between Highway 36 and County C for 2029, possibly 2027 with funding, after a public meeting at the Dover Town Hall in September 2024.

I ran free-flow routes on the OSRM routing engine, which uses OpenStreetMap roads and no traffic, on October 5, 2026, from the Town Hall and from Oakwood Lane on Eagle Lake. Treat these as best-case estimates. From the Town Hall, Vernon Hills is about 42 road miles and 56 minutes, downtown Chicago about 69 miles and 89 minutes, O'Hare about 65 miles and 100 minutes, and downtown Milwaukee about 34 miles and 48 minutes. From Eagle Lake, add about 5 to 7 minutes: Vernon Hills about 63 minutes and downtown Chicago about 96.

Closer in, Union Grove is about 3 miles and 6 minutes from the Town Hall, Burlington about 9 miles and 15 minutes, Lake Geneva about 23 miles and 37 minutes, and downtown Racine about 19 miles and 36 minutes.

For a Lake County, Illinois buyer, Eagle Lake is about an hour from Vernon Hills in free flow and closer than Geneva Lake for most of Lake County. Every route to Chicago still ends on I-94 or the Tri-State, so Friday traffic adds real time.

Commute & Access

Commuting from the Town of Dover by Train: Sturtevant, Antioch and Kenosha

Dover has no rail service; the old Kansasville line is gone. Three stations are within about 35 minutes of the Town Hall by the same free-flow router.

Amtrak's Sturtevant station is about 12 road miles and 22 minutes away. In Amtrak's schedule data published October 5, 2026, it had 6 Hiawatha trains each way on weekdays, with rides to Chicago Union Station scheduled at about 76 minutes; the printed 2026 timetable shows 66 to 74. The Sturtevant guide covers the station.

Metra's Antioch station on the North Central Service is about 15 miles and 25 minutes away, with 7 weekday trains each way and no weekend service in Metra's GTFS data for the week of October 12, 2026. Kenosha, on the Union Pacific North line, is about 20 miles and 33 minutes, with 10 weekday trains to Ogilvie at 92 to 102 minutes and 8 each way on weekends.

Things to Do

Things to Do Around the Town of Dover: Bong, Dover Wildlife Area and Eagle Lake Park

The biggest open space near Dover is just over the county line. Richard Bong State Recreation Area is in the Town of Brighton, Kenosha County, and uses a Kansasville mailing address. Wikipedia puts it at 4,515 acres, established in 1963. The DNR says it was planned as a jet fighter base that was abandoned three days before concrete was to be poured for a 12,500-foot runway, and is named for Major Richard Bong, the leading American air ace of World War II. Its special use zone allows model rockets, hang gliders, balloons and dog and falcon training, and the DNR's trail page lists nearly 6.5 miles of ATV trail and nearly 8 of off-highway motorcycle trail. The Town of Brighton guide covers it in detail.

Inside Dover, the DNR's Dover Wildlife Area covers 88 acres at Highway 20 and Britton Road, with grassland, wet prairie, marsh and woods open to hunting and trapping, and closed from September 1 to December 31 except gun deer season. The DNR's Eagle Lake Fishery Area offers fishing, hunting, hiking, snowshoeing and canoeing, with parking off Church Street on the north side.

On the lake, Racine County's Eagle Lake Park has a lake-view picnic shelter, playground, shoreline fishing and the launch, and the lake district's park page adds volleyball, horseshoes and a ball field. The Improvement Association sponsors a July boat tie-up and a lake photo contest.

Dover Wildlife Area. 88 DNR acres at Highway 20 and Britton Road.

Eagle Lake Fishery Area. DNR land around the lake; parking off Church Street.

Eagle Lake Park. Racine County, 25 acres on Church Road; launch, shelter, playground.

Practical Logistics

Town of Dover Services: Sewer District, Wells, Trash and Fire Rescue

Services in Dover are town-run and basic. Around Eagle Lake, the Eagle Lake Sewer Utility District provides sewer; elsewhere, homes rely on private systems.

Trash is drop-off. The town's trash and recycling page runs a drop-off site on Saturdays from 8 a.m. to 1 p.m. for residents with a town permit, issued every two years, with the current permit valid through December 31, 2027 and tire fees from $5 to $105. There is no town curbside pickup.

Fire and EMS come from the town's own Kansasville Fire and Rescue Department. Its history page dates the department to January 1927 and says the Town of Dover took it over for $1.00 in the mid-1930s. Its service area page says it covers just over 54 square miles, Dover plus the Town of Brighton, with automatic mutual aid from Union Grove and Yorkville on structure fires. Burn permits come from the fire department.

Roads are maintained under contract, per the town's site, and the failed April 2026 levy referendum was pitched partly on road and paramedic costs, so service levels are a live question for the town board.

Public Services

Police and Public Safety Services in the Town of Dover, WI

The Town of Dover has no police department of its own. The town's FAQ says the Racine County Sheriff's Office provides police service and that deputies enforce town ordinances. On the lake, the town's Water Patrol patrols Eagle Lake and its launches. Fire and EMS come from Kansasville Fire and Rescue. I don't characterize the safety of any town or neighborhood. If you want the data, ask the Sheriff's Office, or look up any agency on the FBI's Crime Data Explorer.

Town of Dover at a Glance

Eagle Lake has public launches, a sewer district, a working lake district and rules that keep the water calm in the evenings and mornings. Bong's 4,515 acres are next door.

The trade-offs are specific. Eagle Lake is shallow, weedy and listed as impaired, with quiet hours and a wake-boat ban that rule out some kinds of boating. Lakefront prices top out under $1 million, so it is not a $2 million estate lake. Off the lake, homes are on wells and septic, the town has drop-off trash and no rail, and its services rely on a small levy that voters declined to double in 2026. Ten school districts mean taxes and schools vary block by block.

The one thing I would never skip here is the parcel check: school district, sewer district, shoreland setback and lake district charges.
