Background

How the Town of Ottawa Got Here

First, a point for Illinois readers: this is Ottawa, Wisconsin, a rural town in Waukesha County. It has nothing to do with the city of Ottawa in LaSalle County, Illinois, and the search results mix them up constantly.

The town's website says Ottawa was founded in 1843 by Talbot C. Dousman and three others. Dousman's name went on to the railroad village at the town's center, which incorporated separately in 1917, so today the Village of Dousman sits like a hole in the middle of the town, and most Ottawa homes use a Dousman mailing address.

Ottawa has stayed rural by choice and by law. Its 2035 comprehensive plan, adopted April 27, 2009 and posted on the town's ordinances page, notes that the town has adopted village powers and repealed an earlier 1994 master land use plan. And the county says its zoning code applies directly to the Town of Ottawa and the Village of Lac La Belle, which makes Ottawa the only town on that list; more in the lot rules section below.

The landscape is the older story. Ottawa sits on the Kettle Moraine, the band of glacial hills, kettle lakes and kames left by the last ice sheet, and part of the Kettle Moraine State Forest's Southern Unit lies inside the town. Wikipedia also records that an EF1 tornado with winds near 100 mph crossed the town on October 1, 2019, with limited property damage and no injuries.

The Basics

Ottawa at a Glance

The Town of Ottawa covers the southwest-central part of Waukesha County, wrapped around the Village of Dousman. The 2024 Census gazetteer puts it at about 32.75 square miles of land and 1.17 square miles of water; the town's own site says 36 square miles, which includes the village. Neighbors include Summit to the north, Genesee to the east and Eagle to the south, with Jefferson County to the west.

The main roads are State Highway 67, where the town hall sits at W360 S3337, State Highway 18, and County Roads D, Z and CI. Interstate 94 is about 10 miles north. Most addresses use the Dousman 53118 ZIP code; the northeast corner uses Oconomowoc 53066.

It is a place of single-family homes. The Wisconsin DOR's 2025 report estimates the January 2025 population at 3,641. The 2020-2024 Census ACS counts 1,629 housing units, of which 1,587, about 97%, are single-family detached houses. Of the 1,435 occupied homes, 1,408 are owner-occupied, about 98%. Another 121 units are classified as seasonal or recreational, which on this landscape mostly means lake cottages and weekend places. The survey's margins of error are wide, so treat the counts as approximate.

The town government is small and runs on contracts. The town's fire page names the Western Lakes Fire District for fire and EMS. The town site lists no police department of its own, which in Wisconsin towns usually means the county sheriff patrols; confirm with the town.

The lakes are small, the services are rural, a well and septic come with almost every house, and from Illinois it is closer to two hours than one.

On the Water

Ottawa Lakes: Pretty Lake, Hunters Lake and School Section Lake

Ottawa is not a big-lake town, and it helps to be exact about which lakes are actually in it. I checked each lake's coordinates against the Census Bureau's geocoder. Pretty Lake, Hunters Lake, School Section Lake, Ottawa Lake and several smaller lakes, including Dutchman, Utica, Reagons and Myers, fall in the Town of Ottawa. Upper and Lower Nemahbin Lakes, which sometimes come up in searches for this area, do not. They are in the Village of Summit, to the north.

Pretty Lake is the lake most buyers mean. The DNR lists it at 65 acres with a maximum depth of 31 feet and describes the water as very clear, with panfish, largemouth bass and northern pike. It has a Pretty Lake Protection and Rehabilitation District, and a lake association that runs a community calendar and resident email list on its own website. The town's parks page says the town maintains two public access points on Pretty Lake, on Pretty Lake Road off County Road CI, with trailer ramps and limited parking.

Hunters Lake is 54 acres and 36 feet deep with moderately clear water, per the DNR, and has a lake association. The town provides an access point with roadside parking on Manor House Road off Highway 67.

School Section Lake is the largest at 122 acres, but the DNR lists its maximum depth at only 8 feet and its clarity as low. It has a lake management district, and Waukesha County runs a trailer-ramp launch on School Section Lake Road off County Roads D or Z. A shallow lake like this is a different product from Pretty Lake: better for paddling and fishing than for skiing.

Ottawa Lake sits inside the Kettle Moraine State Forest, so its shoreline is state land rather than private lots. It is covered in the forest section below.

For a buyer, the lake picture is simple. Frontage in Ottawa is limited to a few small lakes, each with its own association or district, and the clearest of them, Pretty Lake, is 65 acres.

Pretty Lake. 65 acres, 31 feet deep, very clear. Protection and Rehabilitation District plus an association. Two town launches on Pretty Lake Road off County Road CI.

Hunters Lake. 54 acres, 36 feet deep, moderately clear. Lake association. Town access on Manor House Road off Highway 67.

School Section Lake. 122 acres, 8 feet deep, low clarity. Lake management district. County launch on School Section Lake Road off County Roads D or Z.

Ottawa Lake. Inside the Kettle Moraine State Forest Southern Unit; state shoreline, campground and boat launch.

Smaller lakes. Dutchman, Utica, Reagons and Myers Lakes, all inside the town per the Census geocoder. Check frontage and access parcel by parcel.

Ottawa Shoreland, Pier and Ice Rules

Because Ottawa is a town, the shoreline rules come from Waukesha County. The county's shoreland protection ordinance, effective December 11, 2024, applies to unincorporated towns and the Village of Lac La Belle, and covers land within 1,000 feet of a lake and 300 feet of a river or stream, or the 100-year floodplain if that is larger. The town's news page links the same ordinance and the county's floodland ordinance for anyone planning work.

The state sets the floor. Wisconsin's NR 115 requires county ordinances to keep buildings 75 feet from the ordinary high-water mark, reducible to the average of the neighboring houses but never below 35 feet, and to protect a vegetative buffer at least 35 feet deep. It also limits impervious surface near the water, generally to 15% of the lot within 300 feet of the shore, with exceptions up to 30%, and sets minimum shoreland lots of 20,000 square feet and 100 feet wide where there is no sewer, which is nearly all of Ottawa.

Piers follow state law. The Wisconsin DNR Pier Planner (April 2026) says a new pier needs no DNR permit if it is no more than 6 feet wide, has a loading platform of 200 square feet or less, and reaches only to the 3-foot depth or the depth needed to moor a boat. It allows two boat slips for the first 50 feet of shoreline and one more for each additional full 50 feet.

Ottawa added a winter rule in 2026. Ordinance 5-26, effective May 14, 2026, requires aerators that keep ice from forming to be removed by November 15 and not reinstalled until April 15, because the town's frozen lakes are used for snowmobiling, ATV and UTV riding, cross-country skiing and snowshoeing. Violations carry forfeitures of $100 to $250 per day. If the house you are buying has a bubbler at the pier, plan to pull it each fall.

Each lake also has its own organization, and their work shows up in what you can do on the water and sometimes on your tax bill. A lake district like the ones on Pretty Lake and School Section Lake can levy its own charge. Ask the seller which apply and what they cost.

Ottawa Lot Sizes and Zoning: The County Code

This is the section that matters most for an acreage buyer, and it is unusual. Waukesha County says its zoning code applies to the Town of Ottawa and the Village of Lac La Belle. The other towns in the county have their own zoning. So in Ottawa, the lot size you can create, the house you can build and the animals you can keep are set in the county code, effective December 11, 2024, with the town's plan commission reviewing applications first.

The residential and agricultural districts set these minimum lot sizes. The A-5 Mini-Farm district requires 5 acres and an average width of 300 feet. The A-1 Agricultural district requires 3 acres and 200 feet. The A-2 Rural Home district requires 3 acres, and A-3 Suburban Estate requires 2 acres. The R-1 Residential district requires 1 acre, R-2 requires 30,000 square feet and R-3 requires 20,000 square feet, each reduced by 30% where public sewer is available, which in Ottawa it mostly is not. The RRD-5 Rural Residential Density district allows clustered lots but caps overall density at one home per 5 acres, with the rest preserved.

The code also sets the house. In these districts the minimum single-family home is 1,100 square feet in total with 850 on the first floor, and the building footprint is capped at 10% of the lot or 1,100 square feet, whichever is greater. Homes must sit at least 50 feet from the road right of way, with larger setbacks on some roads, and side offsets run from 20 to 30 feet depending on the district. The A-1 district also scales livestock to acreage, with extra animals allowed for each acre above the 3-acre minimum.

In practice, that means most Ottawa parcels are 1 acre or more, and splitting a large parcel is a county process with a town plan commission step in front of it. The town's news page says plan commission items need ten copies of the materials at the town hall plus a copy to the town planner, a professional services reimbursement form, and for some items a meeting with the planner. County items go through the county's Planner of the Day.

The Lake County, Illinois buyers I talk to who want land in southern Wisconsin usually ask whether they can keep horses, build a barn and later split off a second lot. In Ottawa, the answer to all three starts with the parcel's county zoning district. Look it up before you write an offer.

The Luxury Market

Ottawa Estates and Acreage: The Honest Price Picture

Ottawa is the estate and acreage market around Dousman, and it has a real top end, but it is not a Lake Geneva or Pine Lake market. Here is what the public numbers say.

In Zillow's August 2026 data, the typical Ottawa home was worth $655,064, up 8.4% from $604,107 a year earlier. Zillow's top-tier index, the typical value of the most expensive third of homes, was $871,537, up 7.6%. For comparison, Zillow had Summit at $776,274, Delafield at $766,469 and Genesee at $625,897.

The Census gives the spread. The 2020-2024 ACS counts 71 owner-occupied homes valued at $1 million or more, about 5% of owner homes: 29 between $1 million and $1.5 million, 32 between $1.5 million and $2 million, and 10 at $2 million or more. Most of the town sits below that: 341 homes valued at $300,000 to $399,999, 274 at $400,000 to $499,999 and 325 at $500,000 to $749,999. The ACS median is $425,900, lower than Zillow because it averages owner estimates back to 2020.

The top of the land market is rare. In July 2025, TMJ4 reported that a 120-acre property in Ottawa had been listed at $3.5 million, with a 5,867-square-foot, four-bedroom, six-bath home, a spring-fed pond, a pool and two barns, backing onto more than 200 acres of preserve and a private hunting club. The listing agent told the station it was the first home on more than 100 acres to come up in Waukesha County in over 10 years. That is a list price from more than a year ago, not a sale.

More typical are the estates in current brokerage listings. In October 2026, Prestige Realty's Ottawa page showed a colonial on just over an acre, a custom brick colonial on 3-plus acres, a five-bedroom home on 6-plus acres with a spring-fed pond, a 3-acre property with a pole barn near the Scuppernong area of the Kettle Moraine, and nearly 14 wooded acres sold as three tax parcels. Prices were not shown in the fetched text.

So the honest picture runs in three tiers. Most Ottawa homes on an acre or a few acres sit between about $400,000 and $900,000. Larger custom homes on 5 to 20 acres, and the few lakefront homes on Pretty and Hunters Lakes, make up the $1 million to $2 million tier. Above $2 million there are only a handful of homes, about 10 by the ACS count, and the land that comes with them is the point. I can't give you a sourced median for Pretty Lake frontage from public data, and I won't guess one.

The Lake County, Illinois buyers I talk to who look at southern Wisconsin usually come with one of two goals: a lake house, or land. Ottawa is a land answer first.

Outdoors

The Kettle Moraine Forest and Trails in Ottawa

Part of the Kettle Moraine State Forest Southern Unit lies inside the town. The DNR describes the unit as more than 22,000 acres of glacial hills, kettles, lakes, prairie, pine woods and hardwood forest. Its Ottawa Lake area has a cabin and campsites, a fishing pier, a boat launch and picnic shelters. State forest entry needs a vehicle admission pass: $28 a year for Wisconsin plates, $50 for out-of-state plates, or $13 and $16 for a day.

Two long trails cross the town. The town's parks page says the Glacial Drumlin State Trail, a 52-mile rail trail per the DNR, runs across the town's northern edge for hiking, biking, snowmobiling and in-line skating, and that the Ice Age National Scenic Trail meanders across the eastern and southeastern parts of the town, with shorter trails in the state forest.

A note on Lapham Peak, since buyers often group it with Ottawa: the Lapham Peak Unit is in the Town of Delafield, northeast of Ottawa, not in the town. It is a short drive, with lighted cross-country ski trails and a 45-foot tower on the highest point in Waukesha County, 1,233 feet above sea level.

The town also runs its own park. The Ottawa Town Park on County Road D has three softball diamonds, three tee ball diamonds, four sand volleyball courts, a pavilion with restrooms and concessions, picnic shelters and two playgrounds, per the town. Dogs are not allowed in the park.

For buyers, the forest has two sides. Backing onto state land gives you a view and a trail system nobody can build on. It also means hunting seasons, trail traffic and, near Ottawa Lake, campground traffic in summer. Walk the property line before you buy.

The Real Estate Market

Ottawa Property Taxes, School Districts and the Fire Fee

Coming from Lake County, Illinois, the tax bill is the first thing people compare, and Ottawa compares well. The DOR's 2025 report, covering taxes levied in 2025 and collected in 2026, shows $8,249,377 in total property tax across the town. That is a gross rate of about $9.32 per $1,000 of full value, and about $7.85 after the state school levy credit. The town's assessments run at 96% of full value, so rates printed on a county bill, which apply to assessed value, read a little higher than these full-value rates.

Three school districts split the town, which moves the rate a little. By the DOR's figures, Kettle Moraine holds about 91.8% of the town's value, Mukwonago about 7.4% and Palmyra-Eagle about 0.8%, with a sliver in Oconomowoc. The DPI's 2025-26 mill rates are 6.78 for Kettle Moraine, 5.80 for Mukwonago and 6.05 for Palmyra-Eagle. The gap between Kettle Moraine and Mukwonago is about $0.98 per $1,000.

Here is a worked example. A $1,200,000 Ottawa estate at the 2025 effective rate of $7.85 per $1,000 would carry about $9,420 a year; a $3,500,000 property would carry about $27,475. For comparison, Ownwell's data for Lake Forest, Illinois shows a median effective rate of 1.87%, which on the same $1,200,000 would be about $22,440. Next door, the Village of Dousman's 2025 effective rate was about $11.01 per $1,000 on the same report.

Ottawa adds a fire protection fee as a special charge. The town's fire fee page, with a formula updated October 6, 2025, charges $15 for the first acre, $1 for each additional acre, $4 per 200 square feet of outbuildings over 200 square feet, and $105.82 per 500 square feet of above-ground living space, including an attached garage. By my arithmetic, a 5,000-square-foot home with attached garage on 10 acres with a 1,600-square-foot barn would pay about $1,114 a year. The fee is based on size, not value, so it weighs more on a large house than a valuable one.

Two Wisconsin credits come off the bill. The lottery and gaming credit applies only to a Wisconsin resident's primary residence and not to second homes. For 2025-26 it is figured on up to $27,000 of value, per the DOR's November 2025 notice, times the school tax rate, roughly $183 in the Kettle Moraine part of the town by my arithmetic. The first dollar credit applies to every improved parcel. When you sell, Wisconsin's real estate transfer fee is $3 per $1,000 of value, or $3,600 on a $1,200,000 sale.

This is general information, not tax advice. Your actual bill depends on the parcel, the assessment, the school district and the credits you qualify for.

Schools

Ottawa Schools: Kettle Moraine, Mukwonago and Palmyra-Eagle

Most of Ottawa is in the Kettle Moraine School District, a 4K-12 district, with the southern edge of the town in the Mukwonago and Palmyra-Eagle Area districts. The parcel's tax bill names its district; confirm the assigned schools with the district office before you write an offer.

For Illinois buyers, the closest comparison is a single K-12 unit district like Barrington 220, rather than the separate elementary and high school districts of the North Shore.

Kettle Moraine School District. 4K-12, enrollment 3,326. About 91.8% of the town's taxable value.

Mukwonago Area School District. 4K-12, enrollment 4,835. About 7.4% of the town's value.

Palmyra-Eagle Area School District. 4K-12, enrollment 521. About 0.8% of the town's value.

Practical Logistics

Wells, Septic and Services in the Town of Ottawa

Outside the Village of Dousman, Ottawa homes run on a private well and septic system. That is the normal condition for a rural Waukesha County town, and the county code assumes it: its residential lot minimums are reduced only where public sewer exists.

For a buyer, that means two inspections. Waukesha County Environmental Health offers a well and septic evaluation for a sale, with a visual check of both systems and a bacteria test of the water, and asks for the application at least two weeks before your deadline. Every septic system in the county is on a maintenance program, typically pumping or inspection every three years. Ask the seller for the records. On a larger house or an older system, the septic's size and age decide whether you can add a bedroom.

Fire and EMS come from the Western Lakes Fire District. The Waukesha Freeman reported in June 2026 that the district serves seven communities, including Ottawa, Dousman and Summit, staffs six stations, and has proposed an impact fee on new construction of about $1,793 to $1,846 per home to help fund a seventh station. If you are building new in Ottawa, ask whether the town has adopted it.

ATV and UTV riders should know the town's map. The town's ordinances page says only the roads shown in green on its ATV map are open, that no county or state highways are routes, and that Parry Road and Waterville Road are closed. The town's parks page lists snowmobiling on the Glacial Drumlin Trail across its northern edge.

The Real Estate Market

Ottawa Housing Stock: Age, Size and What Sells

Ottawa's homes are older on average than the subdivisions in Dousman and Nashotah, and more varied. The 2020-2024 Census ACS puts the median year built at 1976. The 1990s were the biggest decade, with 465 homes, about 29% of the total, followed by the 1970s with 359. Another 286 homes, about 18%, date to 1939 or earlier, many of them farmhouses, and only about 60 were built since 2010.

That mix means the inventory on any given month runs from restored farmhouses on a few acres to 1970s ranches on an acre to 1990s and 2000s custom homes on wooded lots. The housing is almost entirely detached and owned: the ACS counts 27 renter households and 15 mobile homes, against 1,408 owner-occupied homes.

The state's estimate of value per home is high for a rural town. The DOR's 2025 report puts Ottawa's full value at $885,229,900, or about $543,000 per housing unit by my arithmetic, a rough figure because it includes farm and vacant land.

Zillow's index for the Dousman 53118 ZIP code, which covers most of Ottawa plus the village, was $624,115 in August 2026, up 8.3% in a year, with a top-tier value of $805,155, per Zillow's public data.

I'm not using MLS statistics on this page. Wisconsin sold data comes through a different MLS than the Illinois one I work in, and in a town where every parcel has a different acreage, medians mislead. For a specific property, the comparable sales are the ones with similar land, outbuildings and lake or forest frontage.

Commute & Access

Driving to Ottawa from Lake County, Chicago and Milwaukee

Ottawa is rural, so the drive depends on which corner of the town you are in. These are free-flow estimates from OpenStreetMap routing (OSRM), computed in October 2026 from the center of the town. Real trips run longer with traffic and on winter roads.

From Vernon Hills it is about 75 miles, roughly 1 hour 50 minutes. From Lake Forest it is about 76 miles, roughly 1 hour 55 minutes. Downtown Chicago is about 106 miles and roughly 2 hours 35 minutes, and O'Hare about 96 miles and roughly 2 hours 35 minutes. Downtown Milwaukee is about 36 miles and roughly 55 minutes, and Milwaukee Mitchell Airport about 41 miles, roughly 1 hour 5 minutes. Lake Geneva is about 36 miles and an hour south.

Locally, Dousman is a few minutes from most of the town. Oconomowoc is about 10 miles and 27 minutes from the town center, Delafield about 10 miles and 23 minutes, and Waukesha about 16 miles and 36 minutes, by the same routing. Madison is about 55 miles and 77 minutes west.

Amtrak's Hiawatha to Chicago Union Station leaves from the Milwaukee Intermodal Station, about 35 miles and 53 minutes away.

For an Illinois buyer this is the honest trade-off. The last stretch is on two-lane country roads, and Geneva Lake is still much closer. For a house you need to reach on short notice, test the drive.

Public Services

Police and Public Safety Services in the Town of Ottawa

The Town of Ottawa does not list a police department of its own, so police service generally comes from the Waukesha County Sheriff's Office; confirm with the town. I don't characterize the safety of any town or neighborhood. Anyone who wants the data can ask the Sheriff's Office or look it up in the FBI Crime Data Explorer.
