Background

How Oak Creek Became a City

Oak Creek started as a farm town carved out of the old Town of Lake. Wikipedia's city entry dates the Town of Oak Creek to August 13, 1840, when the south part of the Town of Lake was split off. The city's history page says lake access, the railroad and industry drove its growth from there.

The lakefront came first in that industrial story. Per the city's lakefront storymap, Carrollville began in 1893 when 1,000 acres of farmland were bought for industrial development, chosen for the lake, the Chicago and North Western Railroad and cheap land. Over the years the bluff held a distillery, a glue factory, fertilizer and chemical plants. Wikipedia says the glue works passed to the Peter Cooper Corporation in the 1930s, closed in 1985 and burned in 1987.

The power plant set off the fight that made Oak Creek a city. The city says the Wisconsin Electric Power Company built a plant in Oak Creek in 1951, and the City of Milwaukee moved to annex the town. Town Attorney Anthony X. Basile drafted what became the Oak Creek Law, letting the town hold an incorporation referendum. Town officials went into hiding so Milwaukee could not serve them papers. On October 27, 1955, voters approved incorporation 2,107 to 126, and the charter was signed on December 15, 1955.

The modern city grew west of the lake along I-94. The library's local history page gives a 2000 population of 28,456 and a 2010 population of 34,451, a gain of more than 20%. The former Delphi Automotive plant became Drexel Town Square, where the Oak Creek Civic Center opened in October 2015.

The Oak Creek Historical Society, formed in 1964 to save the 1874 Town Hall, runs a museum of historic buildings at Forest Hill and 15th Avenue, per the city.

The Basics

Oak Creek at a Glance

Oak Creek fills the southeast corner of Milwaukee County. Milwaukee and Mitchell International Airport sit to the north, South Milwaukee and Cudahy to the northeast, Franklin to the west, and Racine County's Caledonia to the south. The city gives its area as 28.4 square miles. Interstate 94 runs north and south through the west side, and Wikipedia notes that the Root River crosses the far south edge while the Oak Creek itself flows northeast to Grant Park in South Milwaukee.

That shape matters. Oak Creek is long and wide, so "Oak Creek" can mean a 1950s ranch near the airport, a 1990s subdivision off Howell Avenue, an apartment at Drexel Town Square or a new home on the lakefront. The city's own motto, "Where City Meets the Country," fits a place that still had farm fields within recent memory.

The housing stock is newer and more mixed than in the older lake suburbs to the north. The 2020-2024 Census ACS counts 37,325 residents and 16,183 housing units. Of 15,728 occupied homes, 9,040, about 57%, are owner-occupied. About 53% of all units are single-family detached houses, and roughly a third are in buildings of five or more units. The median year built is 1991, and about 53% of homes were built in 1990 or later.

The shoreline is mostly a city park in the making, a county park and a power site, and I found no public $1 million-plus lakefront home sale. The We Energies plant will be part of the south shore for years and the Bender Park launch has a sediment problem.

Where to Look

Oak Creek Neighborhoods, From the Lake to I-94

I read Oak Creek in three bands. The east band runs along Lake Michigan and Chicago Road, with the old Carrollville industrial lakefront, the new Lakeshore Commons neighborhood, Lake Vista Park, Bender Park and, at the south end, the We Energies power site. The middle band, along Howell Avenue and Pennsylvania Avenue, holds most of the city's single-family subdivisions. The west band, along I-94 and 27th Street, carries Drexel Town Square, the big retail and the business parks.

Build era follows that map loosely. The neighborhoods closest to the airport and the north city line are the older ones, with ranches and Cape Cods from the 1950s and 1960s. The ACS shows 1,513 homes built in the 1950s and 1,681 in the 1960s. The largest single wave was the 1990s, with 3,561 homes, and the 2000s added 2,666. Those are the subdivisions most buyers picture when they think of Oak Creek.

Apartments are a bigger share of the market here than in most Milwaukee suburbs. Drexel Town Square and Lakeshore Commons both added rental buildings in the last decade, and the ACS counts about 5,500 units in buildings of five or more.

New single-family construction is coming back. The city reported in August 2026 that Veridian Homes broke ground on Millwood Glen, a 44-home subdivision where nearly half the land stays wooded or wetland, and called it one of the first medium-to-large residential developments in Oak Creek in more than five years.

The sub-items below are the areas the public sources name. Boundaries are approximate, and several come from a single brokerage summary, so check each against the MLS subdivision field.

Carrollville and the north lakefront. The historic industrial district on the bluff, now being cleaned up and rebuilt as a city park with trails and a pier by 2030.

Lakeshore Commons. A 35-acre neighborhood on former industrial land between Lake Vista Park and Bender Park, just east of 5th Avenue, with apartments, townhomes and small-lot single-family homes.

Lakeview Village. The name Milwaukee Magazine uses for the area near South Fifth Avenue and East Ryan Road, where an old commuter rail plan put an Oak Creek station.

Oakwood Lake Estates. Single-family homes built from 1996 to 2005 around a small private lake south of Oakwood Road and west of Highway 32.

Drexel Town Square. The 80-plus-acre downtown on the former Delphi site, with apartments, City Hall, the library, shops and a hotel.

Howell Avenue subdivisions. The central band of 1990s and 2000s subdivisions, with parks such as Abendschein Park.

North side near the airport. The oldest residential blocks, mostly 1950s and 1960s homes, closest to Mitchell Airport and the Milwaukee line.

Millwood Glen. Veridian's 44-home subdivision, under construction since August 2026.

Lake Michigan

Oak Creek's Lakefront: The Bluff, Lakeshore Commons and Lake Vista Park

Most of Oak Creek's Lake Michigan shore is not for sale, and the reason is history. The city's North Lakefront Bluff page says the stretch became home to factories beginning with Carrollville in the late 1800s. Since 2009, per the city, Oak Creek has worked to reclaim and restore that land, improve public access and prepare the bluff for a public park with trails, native landscaping, natural play areas and a pier.

The work is real and dated. The city's storymap says three projects were finished in 2023 and 2024: the North Bluff revetment and stabilization, the demolition of the Peter Cooper vat house and the North Bluff park plan. It sets a completion goal of 2030 and notes the concepts are subject to change. The Milwaukee Business Journal reported in May 2023 that the city approved about $42 million of lakefront park and bluff work; I could only read the headline.

South of the bluff is the private redevelopment. BizTimes reported in April 2024 that F Street Group was turning a 35-acre lakefront property, once used by Newport Chemical, DuPont and EPEC Polymers, into Lakeshore Commons. The $80 million first phase had two apartment buildings with 199 units, 28 for-sale townhomes, 28 rental townhomes and nearly 60 single-family lots. Townhomes started at $395,000 and single-family homes and lots at about $476,000. Of 49 ready lots, 11 had sold and eight speculative homes were built by late March 2024, slower than the developer expected.

The next phase is rentals. F Street's repost of an October 2025 Milwaukee Business Journal story says the Summit apartments add 74 residences, on track to open in early 2026. I could not confirm the opening.

For an Illinois buyer, the honest summary is this. Lakeshore Commons is the place in Oak Creek to own a newer home a short walk from the lake and two parks. It is a dense, small-lot neighborhood on remediated land, not a row of estates with private beach. Ask for the environmental closure documents and any deed restrictions on any lot there.

On the Water

Bender Park and Boating Out of Oak Creek

Bender Park is the public lakefront most people mean when they talk about Oak Creek. Visit Milwaukee describes 303 acres of beech woodland, old orchards and prairie on top of steep bluffs, at 4503 E. Ryan Road, with a hiking trail that is part of the county's Forked Aster trail system.

Its boat launch is the only public Lake Michigan launch in Oak Creek, and it has a history. Milwaukee County Parks announced in May 2026 that the launch would reopen on May 19, 2026, after dredging. The county said sediment has built up since the park opened in 1999 and that it allocated $820,500 in capital funds for the work, which began in March 2026. Bids in April, June and August 2025 came in over budget before the 2026 capital budget added money. A county supervisor called the harbor a shelter point for boaters and first responders.

The fix may not last. TMJ4 reported in August 2026 that the volunteer group Bender Park Friends, formed in March 2025, wants a reconfigured breakwall. A member who uses the launch said water depth had fallen to between 6 and 12 inches before the 2026 dredging, that the work cost more than $1 million, and that it was the fourth dredging since 1999. The county and TMJ4 figures differ; the county number is the capital allocation.

For a boat owner, that means two things. Oak Creek has no private marina of its own in the public sources I found, so most owners keep a slip elsewhere on the south shore. And if you plan to trailer from Bender, check the launch status each spring.

There is one more public spot on the water. We Energies runs a fishing pier at its Oak Creek plant, popular for salmon and trout. In 2026 it is open only on Sundays through November 15 because of construction at the plant.

Before You Buy

The Oak Creek Power Plant on the South Shore

Oak Creek's southern lakefront belongs to We Energies, and any buyer near it should know the plan. Per Wikipedia, the Oak Creek Generating Site combines the older Oak Creek Power Plant and the Elm Road Generating Station on more than 400 acres at the Milwaukee and Racine County line. Elm Road's two 615-megawatt coal units began operating in 2010 and 2011.

The older coal units keep getting extended. Urban Milwaukee, carrying a Wisconsin Public Radio report, said in April 2026 that units 7 and 8, in service since the 1960s, will now stay open through the end of 2027. Their retirement had already moved from 2024 to 2025 and then to 2026. Units 5 and 6 went offline in 2024. In June 2025 We Energies gave units 7 and 8 a combined 610 megawatts.

A new gas plant is coming to the same site. The April 2026 report says state regulators approved new natural gas plants in Oak Creek and in the Town of Paris in Kenosha County, with the Oak Creek project expected by winter 2027 or summer 2028. That construction is why the fishing pier is closed six days a week in 2026.

The site has a record. Wikipedia notes that on October 31, 2011, a bluff area about the size of a football field collapsed at the plant and sent mud and debris into the lake.

What this means for a house hunt is simple. Homes close to the plant trade with the plant in view and in the conversation. If you are looking along Elm Road or the south lakefront, drive it at different times of day, and read the state regulators' filings on the gas plant before you write an offer.

Downtown

Drexel Town Square, Oak Creek's Downtown

Oak Creek did not have a downtown until it built one. The city's planned development page describes Drexel Town Square as the transformation of the former Delphi site into a walkable town center with residential, commercial, civic and recreational uses, guided by a general development plan and regulating plan. Wikipedia puts the site at 85 acres on part of the old AC Spark Plug factory ground; BizTimes in June 2026 called it an 80-acre development with apartment buildings, a hotel, retailers, restaurants, City Hall and the library.

It is still filling in. BizTimes reported that Phelan Development proposed an 8,700-square-foot building at 7935 S. Main St. with a 24-hour veterinary emergency clinic and 5,100 square feet for two restaurants, on a vacant site at the north end. The Plan Commission took it up on June 9, 2026.

The square is also where the city gathers. Wikipedia lists a farmers market, splash pad, ice rink and amphitheater, and the city's events include the Oak Creek Farmers Market on Saturdays and Dog Days at Drexel, held July 18 and 19, 2026.

For a buyer, Drexel is the one part of Oak Creek where you can live in an apartment or townhome and walk to dinner, the library and a market. Everywhere else, Oak Creek runs on the car. Wikipedia cites a city Walk Score of 21.

The Real Estate Market

The Oak Creek Housing Market in 2026

Oak Creek is a middle-priced Milwaukee suburb, not a luxury lake market. Zillow's home value index put the city's typical home value at $414,503 in August 2026, up 5.2% from $394,094 a year earlier. The top-tier value, the typical value of the most expensive third of homes, was $522,474, up 2.9%. The 53154 ZIP code tracked almost exactly, at $414,572.

Among Milwaukee-area places, that sits in the middle. Stacker's September 2026 list of the 30 priciest metro places, built on the same Zillow data, ends at $518,858, and Oak Creek is not on it. By my count of Zillow's city file, Oak Creek ranks 49th of the same 70 places. Neighbors in August 2026: Franklin $443,183, Greendale $390,550, South Milwaukee $307,215 and Cudahy $290,985.

The Census shows how thin the top end is. The 2020-2024 ACS puts the median value of owner-occupied homes at $331,700. Of 9,040 owner homes, 541 were valued at $500,000 to $750,000 and 63 at $750,000 to $1 million. The ACS shows 33 at $2 million or more, but the margin of error is 31, so treat that as noise.

The lake-property picture is plainer still. On October 5, 2026, LakePlace's Oak Creek page showed no lake property for sale, against 128 listings of all types priced from $45,900 to $2.2 million, averaging about $351,000 and $234 per square foot, with an average of 123 days on market. The top of that range is not a lakefront house in anything I could find.

Here is the honest luxury answer. I found no public news report or record of an Oak Creek lakefront home selling for $1 million or more. The closest thing to a lake-home market is Oakwood Lake Estates, a private lake pocket where a local brokerage page showed one listing at $725,000 and recent sales from $625,000 to $718,920 when I checked in October 2026 (sale dates not shown). For Lake Michigan frontage in the $2 million and up range, the buyers I talk to look north to the Milwaukee North Shore, not here.

I'm not using MLS statistics on this page. Wisconsin sold data comes through a different MLS than the Illinois one I work in, so I stick to public sources.

The Real Estate Market

Oak Creek Property Taxes in 2025

Coming from Lake County, Illinois, the tax bill is the first thing people compare. Wisconsin bills are built from a mill rate, the dollars of tax per $1,000 of assessed value. The city's mill rate page breaks down the 2025 rate, for taxes paid in 2026. Per $1,000 of assessed value: Milwaukee County $4.42, the Milwaukee Metropolitan Sewerage District $1.28, the City of Oak Creek $5.25, the school district $7.19 and Milwaukee Area Technical College $0.79, for a gross rate of $18.93. A state school tax credit of $1.30 and a county sales tax credit of $1.15 bring the net rate to $16.48, down from $16.92 in 2024.

Assessed value is close to market here. The city lists a 2025 assessment ratio of 96.25%. The Wisconsin DOR's 2025 report agrees, with an assessment level of 0.96, a full value of about $6.39 billion, $109.3 million in total property tax and an effective rate of about $15.87 per $1,000 of market value. All of Oak Creek's value sits in the Oak Creek-Franklin district, whose 2025-26 school mill rate is 6.92 per $1,000 of equalized value.

Here is a worked example, by my arithmetic. A $400,000 Oak Creek home, assessed at 96.25%, or $385,000, carries about $6,345 at the net rate. Subtract the 2025 lottery and gaming credit of $186.74 and the first dollar credit of $62.25 and the bill is about $6,100. A $750,000 home comes to about $11,650 after both credits. At the 2.75% median effective rate Ownwell reports for Vernon Hills (April 2026), the same homes would pay about $11,000 and $20,625.

Know the credits and dates. The treasurer's page says the lottery credit applies only to a Wisconsin primary residence owned on January 1, while the first dollar credit applies to every improved parcel. Bills go out by the third Monday in December. The installment plan runs January 31, March 31 and May 31, and anything unpaid passes to Milwaukee County after July 31. A stormwater charge of $70 per equivalent runoff unit also appears on the bill for 2025.

When you sell, Wisconsin charges a real estate transfer fee of $3 per $1,000 of value, or $1,200 on a $400,000 sale.

This is general information, not tax advice. Your actual bill depends on the parcel, the assessment and the credits you qualify for.

Before You Build

Building Near the Lake Michigan Bluff in Oak Creek

Oak Creek is a city, so Milwaukee County shoreland zoning does not run its lakefront; the city's own zoning code and the state do. Two layers apply on any Lake Michigan lot.

Below the water line, the state rules. The Wisconsin DNR requires a permit for erosion control structures placed below the ordinary high water mark, and offers a general permit for riprap and seawall replacement on Great Lakes shores. Revetments, rock and seawalls on Lake Michigan all go through that process.

Above the water line, the city rules. Oak Creek's zoning code is hosted on eCode360, which blocked my fetches, so I could not read its bluff provisions for this guide. Search results show a C-1 Shoreland Wetland Conservancy district in the code. Ask the city's Community Development department for the setback and grading rules on any specific lakefront parcel before you price a renovation.

The regional benchmark is worth knowing. The Southeastern Wisconsin Regional Planning Commission's model bluff ordinance recommends a setback equal to 60 years of bluff recession plus 100 feet from the top of the calculated stable bluff. That is a planning recommendation, not Oak Creek law, but it shows how seriously the region treats bluff erosion.

Erosion is not theoretical on this shore. Urban Milwaukee reported in December 2023 that Milwaukee County was planning repairs to coastal bluffs damaged in the 2020 winter storm, that it valued its coastal bluffs at more than $1 billion, and that FEMA ruled the bluffs ineligible for federal disaster aid. Oak Creek itself spent 2023 and 2024 stabilizing the base of its north bluff.

For a buyer, the checks are the same as on any Great Lakes bluff. Get a survey that shows the bluff top, ask for any coastal engineering report, find out whether the toe is protected, and price insurance and future shore protection into the offer.

Schools

Oak Creek Schools: The Oak Creek-Franklin Joint District

All of Oak Creek is in the Oak Creek-Franklin Joint School District, per the DOR's 2025 report. The district also serves part of Franklin; the rest of Franklin is in the Franklin Public district.

Wikipedia also lists a 9th Grade Center built in 2017.

Which elementary and middle school serves a house depends on its attendance area, so confirm with the district for any address. For Illinois buyers, the closest comparison is a unit district: one board, K4 through 12, with a single high school.

Oak Creek High School. Grades 9-12, 2,220 students.

Oak Creek West Middle School. Grades 6-8, 531 students.

Practical Logistics

Oak Creek Water, Sewer and Lake Michigan Supply

Oak Creek drinks Lake Michigan water from its own plant, which is a real difference from the well-water lake towns farther west. The Oak Creek Water and Sewer Utility treats lake water and sells it to Franklin as well. WISN reported in September 2024 that the two cities signed a 40-year supply agreement replacing a 30-year contract from 1994, and the mayor tied it to further investment in the plant.

Sewage goes to the regional system. The city's tax breakdown lists the Milwaukee Metropolitan Sewerage District as one of five taxing bodies on the bill, at $1.28 per $1,000 of assessed value in 2025.

The city announced a citywide water meter replacement program in fall 2026 because its meter-reading equipment is reaching the end of its life. Expect a utility crew visit if you buy during the rollout.

For a house hunt, Oak Creek is simpler than most Wisconsin lake markets. Most homes are on city water and sewer, so the well and septic inspections that dominate a Walworth or Waukesha County lake purchase mostly drop out. If a listing on the rural south or west edge shows a private well or septic system, treat that as the exception and inspect for it.

What's Changing

Oak Creek Development in 2026

Oak Creek is one of the busiest development cities on the south shore, and most of it is commercial.

The biggest headline is a travel center. The city reported in August 2026 that the Common Council unanimously approved a final agreement with Buc-ee's for a $65 million travel center, with completion expected in early 2028. Buc-ee's will pay the city $350,000 once, plus $15,000 a year once Elm Road west of I-94 to South 27th Street is renamed Buc-ee's Boulevard. If you are looking near Elm Road and I-94, expect traffic to change.

Employers are moving in. The city reported that Derse broke ground on August 27, 2026, on a roughly 300,000-square-foot headquarters in the Oakview Business Park, with about 225 workers and completion expected in November 2027. Derse is consolidating its Milwaukee headquarters and its Waukegan, Illinois facility there.

Housing is moving more slowly. Millwood Glen's 44 homes broke ground in August 2026. The Milwaukee Business Journal reported in May 2026 that an industrial site in Oak Creek is being eyed for retail and apartments; I could read only the headline.

The lakefront park and the gas plant are covered in their own sections above. For a buyer, the rule is to read the Plan Commission agendas for anything within a mile of a house you like.

Everyday Life

Everyday Life in Oak Creek: Parks, Shopping and Events

Everyday life in Oak Creek runs on I-94 and Howell Avenue. Wikipedia notes that Wisconsin's first IKEA, a 290,000-square-foot store, opened off I-94 in May 2018, and Drexel Town Square holds the newer shops and restaurants. Groceries and big-box retail cluster near the interstate.

Health care is close. Wikipedia lists Froedtert Community Hospital in Oak Creek, a small inpatient facility with a 24-hour emergency room, next to the Drexel Town Square Health Center, plus clinics from Aurora and Ascension, with full hospitals in Franklin and Milwaukee.

Parks run from city playgrounds to the county lakefront. Bender Park is the big one. The city also runs Lake Vista Park on the lakefront, Abendschein Park, a skate park and two indoor rental shelters, and it promoted Woodland golf and three fall-color spots on its tourism news in September 2026. Grant Park, just over the line in South Milwaukee, adds a beach and the Seven Bridges trail about 14 minutes from City Hall by free-flow routing.

The calendar centers on Drexel Town Square: the Saturday farmers market, Dog Days in July, and a December holiday market that the Milwaukee Journal Sentinel reported drew more than 50 vendors in December 2025.

For sibling guides, see Franklin, South Milwaukee, Cudahy, Greendale and Milwaukee.

Commute & Access

Driving to Oak Creek from Lake County, Chicago and Milwaukee

Oak Creek is the closest Lake Michigan suburb to Illinois in Milwaukee County. These are free-flow estimates from OpenStreetMap routing (OSRM), computed in October 2026 from City Hall at 8040 S. 6th Street. Real trips vary with traffic, weather and season.

To Vernon Hills, the route runs about 52 miles and roughly 1 hour 5 minutes. Lake Forest is about 49 miles and an hour. The Loop is about 78 miles and roughly 1 hour 35 minutes, and O'Hare about 75 miles, which the router put at a little under 2 hours. On the Wisconsin side, Mitchell Airport is about 4 miles and 9 minutes, downtown Milwaukee about 12 miles and 19 minutes, and Lake Geneva about 49 miles and 1 hour 5 minutes.

Rail is the overlooked advantage. Amtrak's Hiawatha to Chicago stops at the Milwaukee Airport station, about 3 miles and 7 minutes from City Hall, and at Sturtevant, about 17 miles and 24 minutes south. Metra's Union Pacific North line ends in Kenosha, about 29 miles and 40 minutes away.

There is a longer-term rail story too. Milwaukee Magazine reported in March 2026 that the old KRM commuter plan had an Oak Creek station in the Lakeview Village area near South Fifth Avenue and East Ryan Road, but the current MARK Rail plan lists only Racine, Kenosha and possibly Cudahy as stops between Milwaukee and Chicago.

For an Illinois buyer, Oak Creek is about as close as Lake Michigan living in Wisconsin gets to Lake County. An hour to Vernon Hills by car and a 7-minute drive to an Amtrak platform is a different proposition from the two hours to Lake Country.
