Lake County, Illinois has 52 municipalities, according to the county's own guide for new residents. Those are the cities and villages, such as Antioch, Grayslake, Libertyville, Mundelein, Waukegan and Zion. Everything outside their borders is unincorporated Lake County. The county's directory also lists 18 townships, including Avon, Ela, Libertyville, Vernon and Warren. Where you live decides who provides most local services: inside a city or village, things like water, sewer and police come mostly from the municipality; in unincorporated areas, most services come from Lake County itself. The county publishes that directory of every city, village and township with addresses, phone numbers and websites, plus a map that shows which areas are unincorporated, which is handy when you are comparing addresses.
